Safety specification for operation of methanol fuel for vehicles 1 Scope This document specifies the basic requirements, loading and unloading, blending, storage, transportation, filling, emergency management, and other contents of safety specification for operation of methanol fuel for vehicles. This document is applicable to the safe operation of blending centers, storages and filling stations of methanol fuel for vehicles. 2 Normative references The following documents contain provisions which, through reference in this text, constitute provisions of this document. Special operators shall be professionally trained and take up their posts with valid qualification certificates.

车用甲醇燃料作业安全规范 1 范围 本文件规定了车用甲醇燃料作业安全规范的基本要求、装卸、调配、储存、运输、加注、应急管理等内容。 本文件适用于车用甲醇燃料调配中心、储备库和加注站的安全操作。 2 规范性引用文件 下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中，注日期的引用文件，仅该日期对应的版本适用于本文件；不注日期的引用文件，其最新版本(包括所有的修改单)适用于本文件。 GB／T 2893.5 图形符号 安全色和安全标志 第5部分：安全标志使用原则与要求 GB 2894 安全标志及其使用导则 GB 13392 道路运输危险货物车辆标志 GB 13495.1 消防安全标志 第1部分：标志 GB／T 13869 用电安全导则 GB 15630 消防安全标志设置要求 GB 18218 危险化学品重大危险源辨识 GB／T 29639 生产经营单位生产安全事故应急预案编制导则 GB 30077 危险化学品单位应急救援物资配备要求 GB 30871 化学品生产单位特殊作业安全规范 AQ／T 3001 加油(气)站油(气)储存罐体阻隔防爆技术要求 AQ／T 3002 阻隔防爆撬装式加油(气)装置技术要求 AQ 3010 加油站作业安全规范 AQ 3018 危险化学品储罐区作业安全通则 AQ 3035 危险化学品重大危险源安全监控通用技术规范 3 术语和定义 下列术语和定义适用于本文件。 3.1 车用甲醇燃料 methanol fuel for vehicles 以甲醇为组分作为机动车使用的液体燃料。 3.2 作业场所 workplace 车用甲醇燃料生产、储存和加注的场所。 3.3 车用甲醇燃料调配中心 blending center of methanol fuel for vehicles 生产车用甲醇燃料的场所。 3.4 车用甲醇燃料加注站 filling station of methanol fuel for vehicles 为机动车加注车用甲醇燃料的场所。 3.5 车用甲醇燃料储备库 storage of methanol fuel for vehicles 储备车用甲醇燃料的场所。 4 基本要求 4.1 一般规定 4.1.1 作业场所应符合现行有关危险化学品的法律法规和标准的要求。 4.1.2 作业场所应建立健全安全生产规章制度和岗位操作规程，开展安全评价和安全标准化工作，建立全员岗位安全责任制，建立风险评估和隐患排查双控机制。 4.1.3 作业人员应经安全生产教育和岗位培训合格后方可上岗。特种作业人员应经过专业培训，持有效资格证上岗。 4.1.4 作业场所人员上岗时应穿戴防静电工作服、鞋、帽及手套。不应在作业场所穿脱衣服、帽子或类似物。 4.1.5 车用甲醇燃料作业过程中，作业人员应注意防护，避免燃料接触口、眼、皮肤等。 4.1.6 在作业场所内不应携带手机和火种，不应吸烟、使用明火。 4.1.7 每次作业完毕后，应及时清洗面部和手部。当车用甲醇燃料溅到皮肤上或眼睛里时，应用大量清水冲洗，如有需要应及时就医。 4.1.8 不应在作业场所内进行修理车辆和洗车作业。 4.1.9 不应在作业场所内抛掷、拖拉、滚动和敲打金属物品。 4.1.10 作业人员在作业场所应使用防爆工具及防爆电气设备。 4.1.11 作业场所配备适用于车用甲醇燃料的消防器材和设备。 4.1.12 手动火灾报警按钮和固定灭火系统的手动启动器等装置附近，应设置手动启动器标志。 4.1.13 在车用甲醇燃料调配中心及储备库安装的可燃气体浓度检测报警装置、应急救援器材应进行定期维护保养，确保状态完好。 4.1.14 所有防雷防静电设施、电气设备、接地设施、仪表及个人防护用品，要定期检测、检查、维护，并建立档案。 4.1.15 车用甲醇燃料调配中心及储备库应配备两套及以上重型防护服。 4.1.16 作业人员应按设备说明书，操作规程对设备设施进行正确操作和维护保养，保障设备处于安全状态。油气回收系统应完好有效，并保持正常使用。 4.1.17 车用甲醇燃料作业场所应按GB／T 2893.5、GB 2894、GB 13495.1、GB 15630规定设置安全标志和安全色。 4.2 材质要求 4.2.1 车用甲醇燃料储罐及其附属设施等的材质应保证其对于车用甲醇燃料的适用性。 4.2.2 金属材料宜采用碳钢、不锈钢。 4.2.3 弹性体材料宜采用丁腈橡胶、硅氟橡胶、氯丁橡胶、聚硫橡胶或维通(偏氟乙烯与全氟丙乙烯的共聚体)。 4.2.4 聚合物材料宜采用缩醛树脂，尼龙、聚丙烯、聚四氟乙烯或玻璃纤维增强塑料。 4.2.5 用于密封泵的填料宜采用浸渍聚四氟乙烯材料。 4.2.6 储罐内防腐涂料应采用耐车用甲醇燃料腐蚀的涂料。 4.2.7 作业场所检维修作业应选用防爆工具。 4.3 泄漏处置 4.3.1 清除所有点火源。 4.3.2 立即切断泄漏源。
