Chapter I General
Article 1 With a view to standardizing the qualification license of installation, transformation and maintenance units of electromechanical special equipment and ensuring the quality and safety performance of the installation, transformation and maintenance of electromechanical special equipment and elevator routine maintenance & curing, the Rules are prepared according to "Regulations on Safety Supervision of Special Equipment" and "Regulations on Quality Supervision and Safety Control for Special Equipment".
Article 2 Units engaged in installation, transformation and maintenance of electromechanical special equipment like elevator, lifting appliance, passenger ropeway, large recreation facility and etc. (hereinafter referred to as electromechanical special equipment) and routine maintenance & curing of elevator (hereinafter referred to as construction units) must obtain "Installation, Transformation Repair & Maintenance License of Special Equipment" (hereinafter referred to as "License") and be engaged in corresponding work within licensed range. The elevator routine maintenance & curing unit must obtain the elevator maintenance license.
The Rules isnot applicable to the routine maintenance & curing of lifting appliance, passenger ropeway and large recreation facility and the installation ofelectromechanical special equipment delivered as complete finished products like mobile cranes and racing car recreation facilities.
The manufacturing unit of special equipment engaged in above construction shall also comply with the requirements of the Rules.
Article 3 3 construction categories, namely installation, transformation and maintenance of electromechanical special equipment are dividedinto several grades according to equipment types and their different technical parameters. See "Classification and Grading Table for Electromechanical Special Equipment Construction Units" (Annex 1) for specific classification and grading methods.
Article 4 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as AQSIQ) is responsible for unified management of qualification license of national electromechanical special equipment construction units. For the qualification license of installation, transformation and construction units, AQSIQ is responsible for passenger ropeway construction units and those specified in Article 37 of the Rules, while the qualification license management of other units is entrusted to bureau of quality and technical supervision of all provinces, autonomous regions and municipalities (hereinafter referred to as provincial bureau); the provincial bureau in the location of construction unit or its entrusted prefecture-level bureau of quality and technical supervision is in charge of the qualification license management of maintenance construction units. AQSIQ and other all-level bureau of safety supervision of special equipment of bureau of quality and technical supervision (hereinafter referred to as AQSIQ or provincial and municipal bureau of safety supervision of special equipment) are responsible for implementing specific qualification license work of construction units.
