1 Scope
This document establishes the principles for the abandonment of offshore oil and gas production facilities and their associated extensions.
This document applies to the abandonment of offshore oil and gas field production facilities located in internal waters, territorial seas, contiguous zones, exclusive economic zones, continental shelves, and other sea areas under jurisdiction.
This document does not apply to the abandonment of artificial islands.
Note: This document includes all types of offshore oil and gas production facilities, such as offshore oil wells, gas wells, water wells, fixed platforms, floating production systems, submarine pipelines, submarine cables, subsea production systems, and other associated auxiliary facilities above and below water related to oil and gas production.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
abandonment
The disposal of offshore production facilities and onshore terminals of an oil and gas field after all production activities have ceased.
3.2
abandonment in situ
Disposal where the abandoned facility, after being dismantled and treated, remains in its original location.
3.3
abandonment not in situ
Disposal where the abandoned facility, after being dismantled and treated, is towed/transported away from its original location for disposal elsewhere.
3.4
serving a subsequent new use
Disposal where the abandoned facility is modified to continue being used for other purposes.
3.5
floating production system
A system comprising a floating unit, mooring system, and connected pipelines and cables.
3.6
floating unit
An offshore facility floating on the water surface and moored offshore, used for oil and gas processing, storage, and loading/unloading, or an offshore oil production facility possessing only some of these functions.
Note: Floating units include semi-submersible floating units, ship-shaped floating units, etc.
3.7
mooring system
A system used to moor offshore floating production units.
3.8
subsea production system
A subsea oil and gas production system consisting of subsea production equipment, such as subsea wellheads, and related auxiliary facilities, allowing production directly from subsea wellheads without the need for an above-water structure.
Note: The subsea production system includes subsea trees, subsea wellheads, subsea manifolds, connectors, jumpers, pipeline end terminations (PLETs), subsea processing facilities, subsea controls, and the master control station topside.
3.9
internal water
The sea area on the landward side of the baseline of the territorial sea.
Note: Internal waters include estuaries, ports, bays, and straits along the coast of a coastal state.
3.10
adjacent seas (Territorial Sea)
The sea area measured from the baseline of the territorial sea, extending outward to a maximum width not exceeding 12 nautical miles.
3.11
onshore terminal
A treatment plant constructed on land to receive and process oil, gas, water, or their mixtures extracted from offshore oil and gas fields or field clusters.
3.12
off station pipeline
The onshore section of a landfall pipeline and the export pipeline of an onshore terminal.
3.13
protective demolition
A demolition operation where the primary materials or equipment removed are intended for reuse or repurposing.
3.14
destructive demolition
A demolition operation where the primary materials or equipment removed are not intended for reuse or repurposing and are treated as scrap.
4 General Provisions
4.1 Abandonment operations shall ensure the safety of personnel, property, and the operation itself.
4.2 Abandonment operations shall meet the basic requirements for ensuring navigation safety.
