1 General Provisions
1.0.1 This code is formulated to regulate the parallel inspection behavior of supervision for petroleum and natural gas construction projects and to improve the quality control level of construction projects.
1.0.2 This code applies to the parallel inspection of supervision for new construction, expansion, and renovation projects of petroleum and natural gas construction.
1.0.3 Parallel inspection for buildings (structures) and ancillary projects of petroleum and natural gas construction projects should be carried out in accordance with the regulations of the competent construction authorities at the project location.
1.0.4 In addition to complying with this code, the parallel inspection of supervision for petroleum and natural gas construction projects shall also comply with the current relevant national standards.
2 Terms
2.0.1 parallel testing
The inspection and testing activity conducted by the project supervision organization on the same inspection item, in accordance with relevant regulations and the construction project supervision contract, while the contracting unit conducts its own inspection simultaneously.
2.0.2 parallel testing of engineering materials, components and equipment
The activity conducted by the project supervision organization, while the contracting unit conducts its own inspection simultaneously, to verify the quality certification documents of the same engineering materials, components, and equipment, and to test the physical quality, in accordance with relevant regulations and the construction project supervision contract.
2.0.3 parallel testing of procedure
The inspection and testing activity conducted by the project supervision organization on the inspection items of the same procedure's construction quality, in accordance with relevant regulations and the construction project supervision contract, while the contracting unit conducts its own inspection of the procedure's construction quality simultaneously.
2.0.4 parallel testing of nondestructive testing

2.0.6 parallel testing lots
Parallel testing bodies, composed of a certain number of samples, summarized according to the same production conditions or in a specified manner for parallel testing sampling.
3 Parallel Testing Plan
3.1 General Provisions
3.1.1 The parallel testing plan shall be prepared by the relevant professional supervision engineer before the start of the corresponding unit engineering or specialized engineering, and shall be implemented after approval by the chief supervision engineer.
3.1.2 The parallel testing plan may be prepared separately or as part of the supervision implementation.
3.1.3 The scope of the parallel testing plan shall include main engineering materials, components and equipment, nondestructive testing, and important procedures of construction operations.
3.1.4 The procedures for parallel testing shall be set based on the construction procedure division in the construction quality acceptance standards and in accordance with the principle conducive to quality process control.
3.1.5 During the supervision implementation process, when the construction organization design, (special) construction plan, or actual project conditions change, necessitating adjustment of the parallel testing plan, the professional supervision engineer shall make timely revisions and submit them to the chief supervision engineer for approval.
3.2 Compilation of Parallel Testing Plan
3.2.1 The compilation basis of the parallel testing plan shall include the following documents:
1.Construction project supervision contract;
2.Design documents;
3.Supervision planning;
4.Current relevant national standards and regulations of local competent authorities;
5.Construction organization design and (special) construction plans;
6.Contract or technical specifications.
3.2.2 The parallel testing plan shall include the following main contents:
1.Compilation basis;
2.Characteristics of the specialized engineering;
3.Parallel testing objects;
4.Parallel testing items;
5.Parallel testing content;
6.Parallel testing methods;
7.Parallel testing proportion;
8.Parallel testing record forms.
1 For the parallel inspection of engineering materials, components, fittings and equipment, inspection items shall be established based on document verification and physical inspection, and the quality requirements for such items shall meet the current product quality standards and the agreements specified in contracts or technical protocols.
2 For the parallel inspection of construction processes, inspection items shall be divided into major control items and general items, and the quality requirements for such items shall comply with the current relevant national standards and design document requirements.
3 For the parallel inspection of non-destructive testing (NDT), inspection items shall be formulated for films, images, data and NDT evaluation results in accordance with the adopted NDT methods, and the quality requirements for such items shall conform to the current relevant national standards and design document requirements.
4 The quality requirements for inspection items should be detailed in the Parallel Inspection Record Form.
