1 General Provisions
1.0.1 This code is formulated to regulate the supervision and related services for petroleum and natural gas construction projects, and to improve the level of supervision and related services for construction projects.
1.0.2 This code applies to the supervision and related services for new construction, expansion, and renovation projects of petroleum and natural gas construction.
1.0.3 Engineering supervision units shall undertake engineering supervision business and related services within the scope permitted by their qualification等级.
1.0.4 Before implementing construction project supervision, the engineering supervision unit shall enter into a construction project supervision contract with the construction unit in writing. The contract shall specify the scope, content, service term, and remuneration of the supervision work and related services, as well as relevant clauses such as the obligations and liability for breach of contract of both parties.
1.0.5 Before project commencement, the construction unit shall notify the contracting unit in writing of the name of the engineering supervision unit, the scope, content, and authority of supervision, and the name of the chief supervision engineer.
1.0.6 Supervision of petroleum and natural gas construction projects shall be carried out in accordance with current relevant national standards, survey and design documents, the supervision contract, and other contract documents.
1.0.7 Engineering supervision units shall carry out construction project supervision and related service activities fairly, independently, with integrity, and scientifically.
1.0.8 Supervision of petroleum and natural gas construction projects shall implement a chief supervision engineer responsibility system.
1.0.9 In addition to complying with this code, the activities of supervision and related services for petroleum and natural gas construction projects shall also comply with current relevant national standards.
2 Terms
2.0.1
petroleum and natural gas construction engineering
Construction engineering carried out for new construction, renovation, or expansion of oil and gas field surface engineering, oil and gas storage and transportation engineering, and their supporting facilities.
2.0.2
chief project management engineer
A registered supervision engineer appointed in writing by the legal representative of the engineering supervision unit, responsible for fulfilling the construction project supervision contract and leading the work of the project supervision organization, possessing more than 5 years of experience in petroleum and natural gas construction project supervision.
2.0.3
representative of chief project management engineer
A person, approved by the legal representative of the engineering supervision unit and authorized in writing by the chief project management engineer, who exercises part of the duties and powers of the chief project management engineer on their behalf. This person shall possess the qualification of a petrochemical engineering construction supervision engineer, or a registered practice qualification in engineering, or an intermediate or higher professional technical title, along with more than 3 years of engineering practice experience and have received supervision business training.

specialty project management engineer
A person authorized by the chief project management engineer, responsible for implementing supervision work in a specific specialty or position, with the authority to issue corresponding supervision documents. This person shall possess the qualification of a petrochemical engineering construction supervision engineer, or a registered practice qualification in engineering, or an intermediate or higher professional technical title, along with more than 2 years of engineering practice experience and have received supervision business training.

site supervisor
A person engaged in specific supervision work, possessing the qualification of a petrochemical engineering construction site supervisor, or having a secondary specialized school degree or higher and having received supervision business training.
3 Project Supervision Organization and Its Facilities
3.1 Project Supervision Organization
3.1.1 When an engineering supervision unit implements supervision, it shall station a project supervision organization at the construction site. The organizational form and scale of the project supervision organization shall be determined based on factors such as the service content and service term stipulated in the construction project supervision contract, as well as the project characteristics, scale, technical complexity, and environment.
3.1.2 The supervision personnel of the project supervision organization shall consist of the chief supervision engineer, specialty supervision engineers, and site supervisors. The specialties shall be complete, and the quantity shall meet the needs of the construction project supervision work. A representative of the chief supervision engineer may be appointed according to the contract stipulations and project needs.
3.1.3 After signing the construction project supervision contract, the engineering supervision unit shall promptly notify the construction unit in writing of the organizational form, personnel composition of the project supervision organization, and the appointment of the chief supervision engineer. The construction unit shall provide the construction contract and relevant management documents to the project supervision organization.
3.1.4 When the engineering supervision unit changes the chief supervision engineer or other non-replaceable personnel stipulated in the construction project supervision contract, it shall obtain written consent from the construction unit.
3.1.5 One registered supervision engineer should serve as the chief supervision engineer for one construction project supervision contract. When it is necessary to serve simultaneously as the chief supervision engineer for multiple construction project supervision contracts, written consent from the construction unit shall be obtained, and the number shall not exceed three.
3.2 Responsibilities of Supervision Personnel
3.2.1 The chief supervision engineer shall perform the following duties:
1 Responsible for communication and coordination work between the construction unit and the contracting unit;
2 Determine the personnel of the project supervision organization and their post responsibilities, coordinate internal working relationships within the project supervision organization, allocate resources required for project supervision work, and preside over the daily work of the project supervision organization;
3.3 Supervision Facilities
3.3.1 The engineering supervision unit shall, based on the characteristics, scale, technical complexity, and environmental conditions of the engineering project, and in accordance with the construction project supervision contract, equip conventional testing equipment, tools, and office, transportation, communication, information management, and living facilities that meet the needs of the supervision work.
