1 Scope
This document specifies the design requirements for oil and gas gathering and transportation facilities in offshore oilfields, including terms and definitions, general provisions, general layout and utilities, oil and gas gathering, transportation and storage, instrumentation and control systems, energy conservation, health, safety, and environment.
This document is applicable to the design of new construction, expansion, and renovation of oil and gas gathering and transportation facilities on steel fixed platforms, offshore land-based platforms/artificial islands in offshore oilfields.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
steel fixed platform
A steel structure used for offshore oil and gas resource exploration and development.
Note: Generally composed of topsides, facilities and equipment, support structures, etc.
3.2
the platform at the beach or alongshore
An oil and gas production base constructed within the tidal flat elevation range below the local mean sea level, primarily using materials such as soil, sand, stone, concrete, and steel, and connected to the shore, for oil and gas exploration and development.
Note: Platforms include two types: steel fixed platforms and beach/shore-connected platforms.
3.3
artificial island
An island-type oil and gas production base constructed in tidal areas primarily using materials such as sand, stone, concrete, and steel, without a connection to the shore, for oil and gas exploration and development.
3.4
hazardous area
An area where a fire or explosion hazard exists due to the presence of flammable gases or vapors, flammable liquids, combustible dusts, or ignitable fibers or flyings.
3.5
non-hazardous area
An area not falling within the scope of a hazardous area (3.4).
3.6
wellhead area
The area surrounding one or more wellheads.
3.7
treating area without fire
An area where process equipment without open flames is located.
3.8

4 General Provisions
4.1 The design of oil and gas gathering and transportation engineering for offshore oilfields shall be carried out in accordance with the approved oilfield development plan, the design commission, or the contract, scope, and requirements specified in the design documents.
4.2 The process flow design for offshore oilfield oil and gas gathering and transportation engineering shall be determined based on the specific conditions of the offshore oilfield reservoir engineering, drilling engineering, oil and gas production engineering plans, the physical properties and chemical composition of the oil and gas, the product scheme, and export conditions. This determination shall also consider the environmental conditions of the tidal area and the distance of the oilfield from the shore, through technical and economic comparison, and shall comply with the following provisions:
a) The process flow should be closed (sealed).
b) Reasonably utilize the pressure energy of the oil and gas well fluids, appropriately increase the gathering and transmission system pressure, optimize the gathering radius, and reduce energy consumption in gathering and transmission.
c) The design of the oil and gas gathering and transportation process should adopt a production system that is partially offshore and partially onshore.
d) For the development and construction of offshore oilfields, high-efficiency and energy-saving treatment processes and equipment should be adopted to reduce offshore construction work and lower project investment.
4.3 The design capacity of the offshore oilfield oil and gas gathering and transportation system shall comply with the following provisions:
a) Single well equipment and flow lines shall be determined based on the daily production rates of oil, gas, and water per well provided in the oilfield development plan, as well as the amount of injected liquid or gas lift gas.
b) The design capacity of produced water treatment and transportation facilities should be determined as 1.2 times the daily production rate of the wells under the platform's
