1 Scope
This document specifies the basic requirements for design, materials, construction, manufacturing, testing, and inspection of attachments for vertical cylindrical steel welded storage tanks, including PV valves, open vents, automatic bleeder vents, gravity emergency relief valves, primary seal devices, secondary seal devices, eliminated oil&gas space seal devices, floating roof drain devices, emergency drain devices, weight-type wax scraper heaters, water hammer prevention heaters, and gauging hatches. It also describes the corresponding inspection and test methods for these tank attachments.
This document applies to attachments for storage tanks designed to store petroleum, petrochemical products, and other similar liquids, with a maximum design positive pressure not exceeding 18 kPa and a maximum design negative pressure not exceeding 6.9 kPa.
This document does not apply to attachments for tanks storing refrigerated liquids.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
PV valve
A ventilation device used for overpressure relief and vacuum suction for storage tanks.
3.2
open vent
A ventilation device used to balance the pressure inside and outside the storage tank.
3.3
automatic bleeder vent
A ventilation device that can automatically close or open when the floating roof floats up or returns to its support state.
3.4
set pressure
The preset pressure at which a PV valve or emergency relief valve begins to open under operating conditions. It is the gauge pressure measured at the valve inlet.
3.5
full open pressure
The minimum gauge pressure at the valve inlet when a PV valve or emergency relief valve reaches full opening.
3.6
re-seating pressure
The gauge pressure at the valve inlet when the disc and seat reseal after the relief of a mechanical PV valve.
3.7
rated venting capacity
The maximum volumetric flow rate of gas, expressed in normal cubic meters, that a ventilation device can pass under design conditions.
