NNSA/HQ-06-JD-PP-008 Supervision and Inspection Outline of Civil Nuclear Safety Equipment
1. Purpose
The Outline is formulated to clarify the division of responsibilities and work interfaces for the supervision and inspection of civil nuclear safety equipment, as well as the methods, contents, requirements, and processes of supervision and inspection, to promote their standardization and improve their effectiveness.
2. Application scope
The Outline is applicable to the supervision and inspection of the design, manufacture, installation, and non-destructive inspection units of domestic civil nuclear safety equipment (hereinafter referred to as licensed units) and the equipment activities by the Ministry of Ecology and Environment (National Nuclear Safety Administration, NNSA) and local supervisory offices of nuclear and radiation safety (hereinafter referred to as local supervisory stations).
3. Terms and definitions
(1) Civil nuclear safety equipment: equipment used in civil nuclear facilities to perform nuclear safety functions, including nuclear safety mechanical equipment and nuclear safety electrical equipment. The catalogue of civil nuclear safety equipment is formulated and issued by the National Nuclear Safety Administration.
(2) Major quality problems: quality problems that do not meet the standards of civil nuclear safety equipment or other standards recognized by the nuclear safety regulation departments, violate the requirements of design or technical documents of purchase, and affect the safety performance of nuclear safety equipment.
4. Supervision and inspection bases
(1) Nuclear Safety Law of the People’s Republic of China;
(2) Regulation on the Supervision and Management of Civil Nuclear Safety Equipment (Decree No.500 of the State Council);
(3) Regulations on the Supervision and Administration of Civil Nuclear Facilities (HAF001);
(4) Safety Regulations for Quality Assurance of Nuclear Power Plants (HAF003) and its guidelines;
(5) Supervision and Management Regulations on the Design, Manufacture, Installation and Non-destructive Testing of Civil Nuclear Safety Equipment (HAF601);
(6) Management Regulations on the Qualification of Civil Nuclear Safety Equipment Non-destructive Testing Personnel (HAF602);
(7) Regulations on the Qualification of Welders of Civil Nuclear Safety Equipment (HAF603);
(8) Regulation on the Supervision and Management of Imported Civil Nuclear Safety Equipment (HAF604);
(9) Conditions and scope of licenses for the design, manufacture, installation or non-destructive testing of civil nuclear safety equipment;
(10) National standards, industry standards and standards approved by the nuclear safety regulation departments of the State Council for civil nuclear safety equipment;
(11) The quality assurance programme and programme procedures examined and approved by the nuclear safety regulation departments under the State Council.
5. Organization, responsibilities and interfaces
5.1 Organizations and responsibilities
(1) Ministry of Ecology and Environment (National Nuclear Safety Administration)
The Ministry of Ecology and Environment (National Nuclear Safety Administration) is fully responsible for supervising and managing civil nuclear safety equipment licensed units and their corresponding equipment activities, establishing and improving supervision and inspection requirements and procedures, and providing necessary resources for supervision and inspection.
The Department of Nuclear Facility Safety Regulation is responsible for supervising and managing civil nuclear safety equipment licensed units and their corresponding equipment activities outside the nuclear facilities, and the organization and implementation of supervision and inspection of civil nuclear safety equipment installation units.
The Department of Nuclear Power Safety Supervision and the Department of Radiation Source Safety Supervision are responsible for the supervision and management of the activities of civil nuclear safety equipment licensed units in nuclear facilities.
In case of major quality problems of civil nuclear safety equipment, all divisions of the Ministry of Ecology and Environment (National Nuclear Safety Administration) take the lead in establishing a special examination or inspection team to carry out technical review or supervision and inspection.
