Detailed Rules for Unpacking Witness Inspection of Imported Civil Nuclear Safety Equipment
1. Purpose
These Rules are formulated to strengthen the unpacking witness inspection of imported civil nuclear safety equipment, clarify the scope and interface of unpacking witness inspection, standardize the contents, processes and requirements of unpacking witness inspection, and promote the standardization, proceduralization and refinement of unpacking witness inspection.
2. Application scope
These Rules are applicable to the supervision and inspection of unpacking inspection (unpacking witness inspection) of imported civil nuclear safety equipment outside nuclear facilities.

4. Workflow and requirements
The workflow of unpacking witness inspection mainly includes receiving the unpacking inspection plan, defining the arrangement and requirements, implementing unpacking witness inspection, reporting, handling and feeding back problems, forming records and reports. See Annex 1 for the workflow.
4.1 Receiving unpacking inspection plan
The nuclear safety center shall receive the unpacking inspection plan submitted by the unit applying for inspection for the next month before the 25th of each month, and check the inspection conclusion of safety inspection documents according to the Port Inspection and Release Form of Imported Civil Nuclear Safety Equipment and the Examination Form of Unpacking Documents of Imported Civil Nuclear Safety Equipment. For batches undergoing supplementary verification or independent inspection in the document review stage, it shall also focus on checking the equipment test conclusion. For equipment batches that meet the requirements, the nuclear safety center shall determine the witness inspection equipment batches according to the equipment information table, packing list and other information, combined with the nuclear safety level and equipment representativeness, and notify the unit applying for inspection.
4.2 Clarifying the arrangement and requirements of unpacking witness inspection
After receiving the unpacking application and unpacking inspection work plan submitted by the unit applying for inspection 5 working days in advance, the nuclear safety center shall check the preparation of unpacking inspection site, personnel, tools, measuring instruments, test bench and procedure documents and the implementation plan of unpacking inspection in the work plan, clear the witness inspection schedule, personnel and work arrangement, and notify the unit applying for inspection.
4.3 Unpacking witness inspection
4.3.1 Preparation for unpacking witness inspection
The nuclear safety center shall send two safety inspectors to the site to witness before unpacking inspection, and the safety inspectors may organize a pre-inspection meeting as appropriate to verify whether the unpacking inspection work procedure documents of the unit applying for inspection meet the requirements; check the preparation of unpacking personnel, appliances and tooling; check the rectification of the problems found and shutdown during the previous unpacking witness inspection; clarify the proportion of equipment for unpacking witness inspection, inspection content and scope, equipment parameters and acceptance criteria, etc.; inspect the protective measures of the unit applying for inspection for special nuclear safety equipment containing radioactivity, hazardous chemicals and dangerous goods.
