1 General
1.0.1 In order to unify the acceptance standards of agricultural construction projects, improve the management level of agricultural construction projects, ensure the quality of project construction and investment benefits, the development of this standard.
1.0.2 This standard applies to the acceptance of agricultural construction projects, not for the acceptance of farmland construction projects.

2 Terminology
2.0.1 agricultural construction project

3 Basic provisions
3.0.1 Agricultural construction works, agricultural field works, agricultural installation works quality should be in line with the standard and the provisions of the engineering survey, design documents.
3.0.2 Acceptance of agricultural construction projects shall include intermediate acceptance. Single project acceptance, project
Preliminary acceptance, project completion acceptance and other links. 3.0.6 Agricultural construction project archives shall be true, accurate and complete, and classified and bound into a book. The content of the archives of each phase of the project shall conform to the provisions of Appendix A of this standard, and the management of the archives shall conform to the provisions of the current national standard "Specification for the Archiving of Construction Documents" GB/T50328.
4 Intermediate acceptance of agricultural construction projects
4.1 General provisions
4.1.1 Agricultural construction project intermediate acceptance shall include inspection batch acceptance, sub-project acceptance, divisional project acceptance ﹑ unit project acceptance.
4.1.2 for agricultural production, services, housing construction and equipment, pipeline installation works, and the main project supporting facilities, intermediate acceptance should be in line with the current national standards "construction quality acceptance of uniform standards" GB50300 provisions.
5 agricultural field engineering intermediate acceptance
5.1 General provisions
5.1.1 agricultural field engineering construction site should have a sound quality management system, the corresponding construction technology standards, construction quality inspection system and green construction quality level assessment assessment system.
5.1.2 Agricultural field engineering construction quality management inspection records should be filled out by the construction unit, the superintendent of engineers to check, and make the conclusion of the inspection food.
5.1.3 Agricultural field projects without supervision, the relevant personnel of the construction unit shall perform the supervisory duties involved in this standard.
5.1.4 The division of quality control items for the intermediate acceptance of agricultural field works shall be in accordance with the provisions of Appendix B of this standard.
5.2 Quality control
5.2.Not agricultural field engineering construction quality control shall be in accordance with the following provisions:
1 main materials, semi-finished products, finished products, components, appliances and equipment shall be subject to incoming inspection
2 All materials and products related to safety, energy conservation, environmental protection and function shall be re-inspected in accordance with the construction specifications, acceptance specifications and design documents of each profession and shall be checked and approved by the supervising engineer;
3 construction process should be reasonably divided, each construction process should be in accordance with the construction technology standards for quality control, each construction process is completed, after the construction unit self-inspection in line with the provisions, before the next process construction; the relevant processes between the professional trades should be handover inspection, and should be recorded;
4 for the supervision unit to put forward the inspection requirements of important processes, should be checked by the supervising engineer approved, before the next process construction.
6 Intermediate acceptance of agricultural machinery and equipment
6.1 General provisions
6.1.1 The intermediate acceptance of agricultural machinery and equipment shall be organized by the construction unit, and the suppliers of agricultural machinery and equipment shall participate in the acceptance. Acceptance parties shall perform their duties as agreed in the contract.
6.1.2 The construction unit shall arrange or train full-time technical personnel to be familiar with the technical data after signing the purchase contract ﹑ to develop the acceptance program and to prepare for the acceptance. For large agricultural machinery, precision instruments and equipment and special equipment, construction units can hire experts and relevant management departments to assist in acceptance.
6.1.3 Agricultural machinery and equipment acceptance should be in accordance with the procedures, standards and methods agreed in the contract.
6.1.4 general instruments and equipment with acceptance conditions, acceptance period should not exceed 7d, precision instruments, ring sets of equipment acceptance period should not exceed 40d, agricultural machinery and equipment break-in period should be implemented in accordance with the contract.
7 Agricultural installation works intermediate acceptance
7.1 General provisions
7.1.1 agricultural installation project implementation is appropriate in the agricultural construction project, agricultural field project construction process or after the completion of the main project. The intermediate acceptance of agricultural installation works should be combined with the characteristics of the project and other related works; do a good job of handover inspection between different professions, trades and construction and installation units, and keep records. Intermediate acceptance of agricultural installation works may be recorded in accordance with Appendix J of this Standard.
7.1.2 The quality acceptance of agricultural installation works shall be carried out on the basis of the self-inspection of the installation unit. The concealed works shall be notified by the installation unit to the supervisory unit for acceptance before concealing, and shall form acceptance documents. Acceptance before continuing with the installation.
7.1.3 Agricultural installation project acceptance can be based on the characteristics of the project, independent as a test batch, sub-projects y divisional works, unit project management, acceptance, and can also be combined with the relevant agricultural construction projects agricultural field project management, acceptance.
7.1.4 Industry agricultural installation works can include machinery and equipment installation, pipeline installation, pipe installation, power system installation, electrical system installation, measurement and control system installation works, as well as anti-corrosion, waterproofing, thermal insulation and insulation works. Inspection and acceptance of installation works should be determined by the main control items and general control items.
8 single project acceptance
8.1 General provisions
8.1.1 several units of engineering or several construction content need to be jointly tested for overall inspection, testing the main functions of the project, should be organized single project acceptance. Single project acceptance shall include joint commissioning test, short-term use test and main function assessment of the three links. Short-term use period should not be less than 20d.
8.1.2 The construction unit shall develop a joint commissioning program in advance according to the design documents.
8.1.3 Single project acceptance shall be organized by the construction unit, each unit of engineering survey, design, construction, supervision and suppliers shall participate and perform the acceptance responsibilities according to their duties.
8.1.4 Problems found in the single project acceptance, the relevant design, construction, supervision and suppliers shall be responsible for rectification
8.1.5 When the parties participating in the acceptance inspection do not agree on the acceptance, they may report to the local administrative department of agriculture and rural areas at provincial level or above or the project quality supervision agency for coordination.
8.1.6 Individual projects may be accepted item by item according to the characteristics of the project and put into use separately.
9 Preliminary acceptance of the project
9.1 General provisions
9.1.1 After the completion of the project, the project construction quality, safety, function, management, funds, effects, objectives, etc. should be carried out for the preliminary acceptance of the project.
9.1.2 Preliminary acceptance of the project should be organized by the construction unit, can invite survey, design, construction, supervision, suppliers and other units to participate.
9.1.3 The preliminary acceptance of the project should be based on the acceptance of each individual project. Construction units should be through the construction of the project, management, funds and the use of the situation, the formation of fixed assets of the initial acceptance, a comprehensive summary of the project construction objectives to assess the effectiveness of the project construction.
9.1.4 After the acceptance of the individual projects, the construction unit shall set up a project preliminary acceptance working group for the preliminary acceptance of the project, the project preliminary acceptance working group shall comply with the following provisions:
1 project preliminary acceptance working group members should be responsible for the project preliminary work, bidding and procurement, implementation management, financial management, the use of departments and other construction unit personnel or relevant experts;
2 The project preliminary acceptance working group shall be responsible for formulating the work programme, carrying out the project preliminary acceptance work according to the division of labour, studying the problems found in the project preliminary acceptance work, urging the relevant parties to implement rectification measures, and putting forward the project preliminary acceptance conclusion opinions.
9.1.5 Projects that have not organized preliminary acceptance or failed acceptance shall not apply for project completion acceptance.
