1 Scope
This document specifies the requirements for safety assessment, safety requirements and protective measures, verification of safety measures, and information for use of direct fired thermal oxidizers and curing ovens for continuous coating lines.
This document is applicable to the consulting and design of new equipment and the improvement consulting and design of existing equipment for direct fired thermal oxidizers and hot air circulation curing ovens (hereinafter referred to as “oxidizers and ovens”) for continuous coating lines of steel and aluminum strips.

3 Terms and definitions
The following terms and definitions are applicable to this document.
3.1
direct fired thermal oxidizer for continuous coating line
thermal equipment that uses gas as energy source, adopts direct high-temperature pyrolysis combustion process, recovers and combusts the waste gas containing volatile organic compounds (VOCs) generated during the coating curing process, to achieve heat recovery, harmless treatment of harmful waste gas, and provide heat source for the curing oven

thermal equipment that uses hot air convection heating to cure the wet coating film

trained personnel
person with relevant knowledge, background, experience, and skills to perform the operation and maintenance of the equipment according to its intended operation and use procedures

4 Safety assessment
4.1 General requirements
General requirements include, but are not limited to:
a) A safety assessment of the project shall be conducted by the design organization before commencing the design work of the oxidizer and oven;
b) The safety assessment shall include, but not be limited to, aspects such as user assessment, process technology assessment, and accident risk assessment;
c) An assessment report may not be issued during the design work, but corresponding safety protection measures shall be taken based on the assessment results.
4.2 User assessment
User assessment includes, but is not limited to:
a) The soundness and implementation of the user's safety management organizational system and rules and regulations;
b) Whether the user has similar oxidizers and ovens, the status of site management, and the presence of any safety hazards;
c) The skill level of trained and authorized personnel for operating and maintaining the oxidizer and oven, and the soundness and implementation of relevant operating procedures;
d) Whether the user has experienced various types of safety accidents, and the corresponding handling situation (if any);
e) The supply status of energy media such as electricity, gas, compressed air, and various water supplies related to the new or modified oxidizer and oven at the user's site;
f) The surrounding environment of the user's new or modified oxidizer and oven, and the configuration of relevant safety passages and safety facilities;
g) The user's requirements for the safety of the new or modified oxidizer and oven, and the safety investment budget;
h) Disaster design requirements such as seismic, flood, and wind protection in the user's location.
4.3 Process technology assessment
Process technology assessment includes, but is not limited to:
a) The design capacity of the continuous coating line for steel or aluminum strips, product specifications, coating types and technical parameters, coating film thickness and technical requirements, etc.;
b) Specific heating requirements for various products, curing profile curves, including process parameters such as heating rate and temperature in each zone;
