About the types of specifications. The mandatory engineering construction specification system covers all kinds of construction projects in the engineering construction field, which is divided into two types: engineering project specifications (project specifications for short) and general technical specifications (general specifications for short). The project specification takes the overall engineering construction project as the object, and takes the project's scale, layout, function, performance and key technical measures as the main content. The general specification takes the general technology of all disciplines to meet the functional performance requirements of the engineering construction project as the object, and takes the general technical requirements of survey, design, construction, maintenance, maintenance, etc. as the main content. In the full text of the mandatory project construction specification system, the project specification is the backbone, and the general specification is the provision of common and common professional key technical measures for various projects.
About the five major factor indicators. The elements in the mandatory project construction specifications are the basic provisions to ensure the systematization and efficiency improvement of urban and rural infrastructure construction, and the basic requirements to support the high-quality development of urban and rural construction. The scale requirements of the project mainly stipulate that the construction project should have a complete production or service capacity, and should adapt to the level of economic and social development. The layout requirements of the project mainly specify the industrial layout, construction project site selection, overall design, general layout and overall technical requirements in coordination with the scale. The reasonable distribution of supply capacity should be considered to improve the overall level of related facilities construction. The functional requirements of the project mainly specify the composition and purpose of the project, and define the basic constituent units of the project, which is the guarantee for the project to play its expected role. The performance requirements of the project mainly specify the construction level or technical level of the construction project, reflect the applicability of the construction project, and specify the basic level of project quality, safety, energy conservation, environmental protection, livable environment and sustainable development. The key technical measures are the basic technical provisions for realizing the functional and performance requirements of the construction project, and the basic guarantee for implementing the development goals of urban and rural construction, such as safety, green, resilience, wisdom, livability, fairness and efficiency.
About the implementation of specifications. Compulsory project construction specifications have mandatory binding force and are intended to safeguard the safety of people's lives and property, human health, project safety, ecological environment safety, public rights and interests, as well as promote the conservation and utilization of energy resources, meet the regulatory baseline requirements in economic and social management, etc. The survey, design, construction, acceptance, maintenance, maintenance, demolition and other construction activities of engineering construction projects must be strictly implemented throughout the whole process, Among them, for the existing building reconstruction project (referring to not changing the existing use function), when the conditions are not available and it is really difficult to implement the current specifications, it should not be lower than the original construction standards. The recommended engineering construction standards supporting the mandatory engineering construction specifications are mature technical measures that have been tested in practice to ensure that the requirements of the mandatory specifications are met, and should also be implemented in general. On the premise of meeting the project function, performance requirements and key technical measures specified in the mandatory project construction specifications, relevant group standards and enterprise standards can be reasonably selected to optimize or reach a higher level of project function and performance. Recommended engineering construction standards, group standards and enterprise standards shall be coordinated with the mandatory engineering construction specifications, and the technical requirements shall not be lower than the relevant technical level of the mandatory engineering construction specifications.
After the implementation of the mandatory engineering construction specifications, the mandatory provisions in the current relevant national standards and industrial standards for engineering construction shall be abolished at the same time. The mandatory provisions in the current local standards for engineering construction shall be revised in a timely manner and shall not be lower than the provisions of the mandatory engineering construction specifications. If the relevant provisions in the current project construction standards (including mandatory standards and recommended standards) are inconsistent with the provisions of the mandatory project construction specifications, the provisions of the mandatory project construction specifications shall prevail.
1 General
1.0.1 This specification is formulated to ensure the applicability of dormitory and hotel projects and promote the improvement of building quality.
1.0.2 Dormitory and hotel projects must comply with this specification. Except for hotels with less than 15 rooms (sets) for rent.
1.0.3 The construction, use and maintenance of dormitories and hotels shall follow the principles of safety and health, environmental protection and adaptation to local conditions, and shall be applicable, economical, green and beautiful.

Whether the technical methods and measures adopted in the project construction meet the requirements of this specification shall be determined by the relevant responsible subject. Among them, innovative technical methods and measures shall be demonstrated and conform to relevant performance requirements in this specification.
2 Basic regulations
2.0.1 Dormitory and hotel projects shall be provided with accommodation conditions and centralized management facilities; It shall also meet the requirements of safety, health and other aspects, including fire prevention, earthquake resistance, sound insulation and noise reduction, flood control, lightning protection, etc.
2.0.2 The construction scale of dormitory and hotel projects shall be determined according to the supporting demand or market demand and investment conditions. The construction scale of dormitory projects shall conform to the table
2.0.2-1, the construction scale division of hotel projects shall comply with Table 2.0.2-2.
2.0.3 The location of dormitory and hotel projects shall meet the following requirements:
1. Construction shall not be carried out in areas threatened by natural disasters such as landslides, mud rock flows and mountain torrents;
2 The distance from dangerous chemicals, inflammables and explosives, radiation sources and other dangerous sources must meet the relevant safety regulations;
3 For sections with noise pollution, vibration pollution and light pollution, effective measures shall be taken to reduce noise, vibration and light pollution;
4 For sections with soil pollution, effective description must be taken for harmless treatment, and the requirements for soil environmental quality of residential land must be met;
5 The site shall be well drained and provided with flood control and waterlogging drainage measures.
3 Dormitory
3.1 General provisions
3.1.1 Dormitory project shall have basic functional spaces such as living, washing, toilet, drying, storage, management, etc.
3.1.2 The distribution area shall be set near the dormitory, and the distribution area shall be 0.2m2/person.
3.1.3 Public rooms shall be set to prevent interference to surrounding rooms.
3.1.4 In the dormitories, barrier free rooms shall be set up for men and women's dormitories respectively, and the barrier free rooms shall be connected with the barrier free population through the barrier free flow line. The number of barrier free rooms shall meet the following requirements:
For dormitory projects with less than 1100 bedrooms, at least one accessible bedroom shall be provided;
2 For dormitory projects with more than 100 bedrooms, at least 100 bedrooms shall be provided
1 set of barrier free living room.
3.1.5 The passenger elevator, domestic water supply pump and drainage pump of the super large dormitory project shall be powered at a load no less than Class I.
3.1.6 Corresponding lightning protection measures shall be taken for dormitories in areas where lightning flash may occur according to the requirements of lightning protection buildings of Class III.
3.2 Residential part
3.2.1 The living room shall not be arranged in the basement.
3.2.2 Rooms in severe cold areas shall be provided with ventilation facilities.
3.2.3 When the bathroom is attached to the living room, it shall meet the functional requirements of defecation and washing.
3.2.4 The living room and storage room adjacent to the public washroom, public toilet, toilet and other water rooms shall be dampproof or waterproof on the upstream of the adjacent wall.
3.3 Public part
3.3.1 When the height difference between the highest entrance floor of the dormitory and the outdoor design ground is greater than 9m, an elevator shall be set.
3.3.2 The public washroom, public toilet and public activity room (space) in the dormitory shall have natural lighting and ventilation.
3.3.3 If there is a public kitchen in the dormitory, its use area should not be less than 6m2. Public kitchens should have natural lighting, natural ventilation windows and lampblack exhaust facilities.
3.3.4 Public washrooms and toilets shall not be arranged on the direct upper floor of the living room. When there is no independent toilet in the room, the distance between the public toilet and the farthest room shall not be greater than 25m.
3.3.5 The number of sanitary appliances in public washrooms and public toilets shall be determined according to the number of residents. Public washrooms shall be set up separately for men and women.
3.3.6 The width of stair step in dormitory shall not be less than 0.27m, and the height of stair step shall not be more than 0.165m; The height of stair handrails shall not be less than 0.90m measured from the front edge line of the step. When the length of stair handrails in the horizontal section is greater than 0.50m, the height shall not be less than 1.10m.
A buffer zone with a depth of not less than 1.20m shall be set between the starting step of open stairs and the floor walkway. The stairs of students' dormitories in primary and secondary schools shall comply with relevant national regulations.
3.3.7 When the public exit of the dormitory is located at the bottom of the balcony, veranda and open stair platform, safety protection measures should be taken to prevent objects from falling and hurting people.
4 Hotel
4.1 General provisions
4.1.1 The hotel project should have the basic functional space for short-term or temporary accommodation personnel to live, wash, use the toilet, and store, as well as corresponding supporting services.
4.1.2 The hotel shall provide domestic hot water.
4.1.3 The passenger elevators, domestic water supply pumps, drainage pumps, and computer systems for operation and management of large hotel projects shall be powered at a load no less than Class I.
4.1.4 For hotel buildings with automatic fire alarm system, each guest room shall have at least one lamp connected to the emergency lighting power supply circuit.
4.1.5 For large hotels with an estimated number of lightning strikes greater than 0.05 per year, corresponding lightning protection measures shall be taken according to the requirements of lightning protection buildings not less than Class II. For other hotels in areas where ground lightning may occur, corresponding lightning protection measures shall be taken according to the requirements of lightning protection buildings not lower than Category III.
4.2 Rooms
4.2.1 The partition wall of adjacent guest rooms should meet the requirements of sound insulation, and should not be set with through openings.
4.2.2 The hotel project shall be equipped with barrier free guest rooms, which shall be connected with the barrier free population through the barrier free flow line. The number of barrier free guest rooms shall meet the following requirements:
130~100 rooms, at least one accessible guest room;
2101~200 rooms, at least 2 accessible rooms shall be set;
3201~300 rooms, at least 3 accessible rooms shall be set;
For more than 4301 rooms, at least 4 accessible rooms shall be set.
4.2.3 Accessible guest rooms shall be equipped with rescue call devices, and the call signal shall be reported to the attended place.
4.3 Public part
4.3.1 In hotels with accessible guest rooms, barrier free flow lines shall be provided between public facilities.
4.3.2 The clear width of the public walkway of the single-sided cloth room shall not be less than 1.30m, and the clear width of the public walkway of the double-sided cloth room shall not be less than 1.40m.
4.3.33 Hotels with floors and above shall be equipped with passenger elevators.
4.3.4 Public toilets shall be set near the lobby (lobby) of the hotel; The male and female public toilets with more than 4 toilet seats shall have separate front rooms; The number of sanitary appliances shall comply with the provisions in Table 4.3.4, and a cleaning room with sewage pool shall be set.
4.4 Auxiliary part
4.4.1 The service room on the guestroom floor shall meet the following requirements:
1 The working disinfection room should be equipped with effective exhaust facilities, and there should be no steam or odor entering the guest room;
2 Toilets for service personnel shall be set.
4.4.2 Spare parts warehouse shall meet the following requirements:
1 The location of the warehouse shall be convenient to contact with the served functional area and service elevator, and shall meet the safety and convenience requirements for the management of collection, storage, distribution, etc;
2. The width of warehouse walkways and doors shall meet the requirements for passage of goods.
4.4.3 Public kitchens shall meet the following requirements:
1 The position of the kitchen should be convenient to contact the dining room, and should avoid the interference of kitchen noise, lampblack, smell and food storage and transportation to the dining room and other public areas and guest rooms;
2 The plane layout of the kitchen should conform to the processing flow, separate clean water from sewage, avoid crisscross back and forth, and meet the requirements of sanitation and epidemic prevention.
