General provisions
1.0.1This code is formulated to regulate engineering construction and management for the publicsecurity and protection system of urban rail transit and to ensure the projeet quality , to protect thepersonal property in the urban rail transit areas, and to guarantee the security of urban rail transitoperatlons.
1.0.2 This code is applicable to the design, construction, inspéetjon,acceptance and operationalmanagement of the public security and protection system engineering of urban rail transit for newconstruction ,extension and renovation. This code is not applicable to the tram systems.1.0.3The construction of the public security and protection system engineering of urban rail transitshall coordinate with the urban rail transit system, Security principle shall take priority, whereas openaccess to the urban rail transit by the public shall not be affected. The design and implementation ofsecurity and protection measures shall meet the requirements of urban rail transit for fast, efficient andpunctual operation.
1.0.4The public security and protection system engineering of urban rail transit shall take multiplemeasures such as technical protection, physical protection, personnel protection, etc., in order toconstruct an integrated public security and protection system of urban rail transit. Technical protectionand physical protection shall coordinate with each other and bé capable of supporting personnelprotection.
1.0.5 The public security and protection system engineering of urban rail transit shall be safe , open,scalable and flexible in its usage , and designedwith the advanced technology for reliability and costeffective ;the technical protection systems shall have inter-óperable communication capabilities.1.0.6 Phe engineering design , construction,inspedtion, acceptance and operational management of thepublic security and protection system of urban rail transit shall not only comply with this code, but alsocomply with the current relevant national laws,regulations and standards

The central control room of the security and protection system, The location where the securitymanagement system receives and processes the video information, the alarms information, the statusinformation , etc., from the security surveillance sub-center and each subsystem ,and sends the processedalarm information and monitoring instructions to the security surveillance sub-center and relatedsubsystems. Also referred to as the security surveillance and control center.
2.0.9 publie security surveillance and control sub-centerA node in the security and protection system that collects, processes and shares information at acertain level or in a certain area. It is used to receive, display, record, and process video information,alarms information, status information, etc., sent from the front end and various subsystems, tocommunicate with the upper-level security surveillance center, and to accept the management of thehigher-level security surveillance center. Also referred to as the security surveillance and control sub.center.

3.1.1 The engineering design of the public security and protection system of urban rail transit shall bebased on the oplimum usage of the available public security resources, and shall comply with thesecurity policics , prevcnt alive proccdures and preventative measures to construet a security system thatcoordinales delerrence,preventon, delection, delay and responsee design shall also enhance thecapablites of prevention and control, reduce the possibilitySeCUTIYthreals occurrig wihin theurban rail transil area, and minimize personnel injuries and property losses in case a threat occurs.3.1.2 The prolected objects in the urban rail transit shall be determined according to the area, locatlion.and the technical characlenstics. he securiy and>rotection syslem engineering shall be capable olemployigcomplete and relalively independent secunttechnologies and measures.3.1.3 The engineerng design content of the public security and proteclion system of urban rail transitshall compnse the design of technicalpretfction, physical protection,peronnel pmtection, andemergency rsponse procedure.
3.1.4The engmeering design of the publcof urban rail transit shalsecurity and protectionreserve space and arrange eunfion routes based on emergeney rescue.The design shall includepassenger evacualion arasaddl areas,rescue commandosts,material dislribution areas andlemporary storage areas
3.2 Comprehensive planning and layout
3.2.1The overall planning and design of the publie security and protection system engineering olurban railtr ansit shall include general security and protection design , security and protection design ofprotected objects, and corresponding emergency response space design. The security strategies andmeasures shall be determined , salety channels and spaces shall be planned, and evacuation spaces shalbe fommed. When supporling security control center is to be prvided ,it shall be constructed accordingto the corresponding slandards and regulations.
3.2.2 The design of the public secunty and protection system engineering shall comprise the followingslralegies and measures:
Deterrnce and preventalive mcasures, including visible and notable sccurity facilities andequipment , warning signs, environmental designs used for preventing and clearly wamning,and physicalproteclon measues.
2etection and monitoring measures, including security inspection and detection, videosurveillance,and identifcation technologies
3Reinforcement and optim ization measures ,including reinforcement and backup of key facilitiesand equipment,use ofelastic matenals,design ofsecuritydistances,and an optim ized layout.
4Rescue and recovery measures,including optim izing evacuation mutes and setting their signs.establishing temporary shelters , rescue sites, and relevant rescue facilities and equipment outside urbanrail lransit slations.
