1 General Provisions
1.0.1 This code is developed to assure safe cleaning operation for rail tank cars and occupational safety security, improve working conditions and operating efficiency, protect environment, save energy, achieve the objectives of being safe, reliable economically reasonable and promote technical development for design of rail tank car cleaning facilities.
1.0.2 This code is applicable to the engineering design for new reconstruction, extension and renovation of cleaning facilities for rail tank cars for transportation of petrochemical products at atmospheric pressure, including oil and benzene products.
1.0.3 In addition to this code, design of rail tank car cleaning facilities shall also comply with the current applicable national codes and standards.

a generic term for the facilities specially used for internal cleaning operation of rail tank cars, including tanker cleaning platform, pump station, hot water supply system and mechanical cleaning equipment, shortened as rail tank car cleaning station

independent rail tank car cleaningstation
a type of rail tank car cleaning station designed with self-contained utilities and located away from enterprise.
2.0.4
rail tank car cleaning station operated byenterprise
a type of rail tank car cleaning station located near to enterprise or located within the fencing of enterprise and supported by the utilities of enterprise.
2.0.5
fixed cleaningequipment
a type of cleaning equipment installed at fixed location for cleaning rail tank cars.
2.0.6
mobile cleaningequipment
a type of cleaning equipment installed on mobile power car for cleaning rail tank cars.
2.0.7
cleaning for change-over
a type of cleaning operation performed in rail tank car in case when the category of oil product for transportation is to be changed or cleaning is required to satisfy the oil product storage requirements.

cleaning formaintenance
a type of cleaning operation carried out in rail tank car before maintenance is performed on tanker.

a type of cleaning process where mechanical equipment is used to remove oil contaminants from tanker.

a type of cleaning operation to ensure the interior wall of cleaned tanker is free of water (or ice), mud and sand, wood debris, oil stains, fiber yarns and visible rust scales through visual examination, is free of oil odor through nasal smelling, and is free of rust scales, rust sediments and black contaminants through rag wiping and the interior walls present light yellow color.

3 General Requirements
3.0.1 Rail tank car cleaning stations may be classified into independent rail tank car cleaning station and rail tank car cleaning station operated by enterprise based on their ownerships.
3.0.2 Rail tank car cleaning stations may be classified into large-size, mid-size and small-size rail tank car cleaning stations based on their cleaning capacities:
1 Large-size rail tank car cleaning station:it is capable of cleaning 8, 000 or more tankers per year.
2 Mid-size rail tank car cleaning station:it is capable of cleaning more than 2, 000 but less than 8, 000 tankers per year.
3 Small-size rail tank car cleaning station:it is capable of cleaning less than 2, 000 tankers per year.
3.0.3 Mechanical cleaning process or manual cleaning process may be selected for rail tank car cleaning station, and mechanical cleaning process should be employed for large-size and mid-size rail tank car cleaning stations.
3.0.4 Fixed cleaning equipment or mobile cleaning equipment may be selected for rail tank car cleaning station, and fixed cleaning equipment should be employed for large-size and mid-size rail tank car cleaning stations.
3.0.5 Cleaning facilities room should be provided in cold region or windy desert region, and cleaning facilities shed may be provided in other regions.
3.0.6 The design operating days of rail tank car cleaning station should be in compliance with the following requirements:
1 Cleaning for change-over:350 days per year;
2 Cleaning for maintenance:251 days per year.
3.0.7 Running shifts and operating hours for tanker cleaning should be designed in accordance with the following requirements:
1 Cleaning for change-over:2-4 running shifts per day, and 6h-8h per shift;
2 Cleaning for maintenance:1 running shift per day, and less than 8h per shift.
3.0.8 Operating time for cleaning of each tanker should be designed in compliance with the following requirements:
1 Special manual cleaning:180min per tanker, and general manual cleaning:110min per tanker;
2 Special mechanical cleaning:no more than 120min per tanker;and general mechanical cleaning:no more than 80min per tanker.
3.0.9 Telecom system shall be provided in rail tank car cleaning station.
