CQC12-045800-2022 Safety and Electromagnetic Compatibility certification Rules for electronic products and accessories
1. Application scope
The Rules is applicable to the safety and electromagnetic compatibility certification of electrical and electronic equipment as well as their accessories in the field of audio, video, information and communication technology, and business and office machines.
The Rules is applicable to the aforementioned electrical and electronic equipment with a rated voltage not exceeding 600 V.
The Rules is only applicable to the products in the original CCC catalog that are no longer subjected to compulsory certification.
2. Certification modes
The modes with regard to the safety and electromagnetic compatibility certification of electronic products and accessories are as follows:
Certification mode 1: Type test

Certification mode 2: Type test + initial factory inspection + post-certification supervision

3. Application for certification
3.1 Division of certification units
Products with exactly same electrical structure and safety parts may be applied for certification as one unit. In principle, the specific model of the products in the same unit shall be specified.
In principle, the certification shall be applied for by the product model. Product of the same product model made by the same manufacturer but from different manufacturing factories shall be divided into different application units, but the type test shall only be conducted on samples from one manufacturing factory. Other manufacturing factories shall, if necessary, provide samples and relevant information for consistency verification by the certification body.
3.2 Submittals for certification application
3.2.1 Application documents

b. Questionnaire for factory inspection (at the time of initial application)

3.2.2 Proof documents
a. Registration certificate of the applicant, manufacturer, and manufacturing factory, such as business license, and unified social credit identifier (at the time of initial application)
b. If the applicant is a seller or an importer, it must submit a copy of the relevant contract concluded between the seller and the producer or between the importer and the producer
c. Power of attorney to the agent (if any)
d. Effective supervisory inspection report or factory inspection report (if any)
e. Other necessary documents
4. Type test
4.1 Samples
4.1.1 Principle for sample delivery
If the products in the application unit are of one model only, samples of this model shall be delivered.
Where the series products are applied for certification as one application unit, samples of the representative model shall be selected among them. The samples selected shall meet the requirements for safety and EMC of the series products. If not, other products within the application unit shall also be selected and delivered for supplementary test.
