1. Scope of application
The detailed implementation rules for electronic products and safety accessories (hereinafter referred to as the “Detailed Implementation Rules”) are prepared in accordance with the requirements of the Implementation Rules for China Compulsory Certification (CCC) of Electronic Products and Safety Accessories (CNCA-C09-01:2023) (hereinafter referred to as the “Implementation Rules”). The Detailed Implementation Rules are intended to serve as a supporting document for and shall be used in conjunction with the Implementation Rules.
All contents, e.g., the scope of products covered and the certification basis, of these Detailed Implementation Rules conform to the relevant provisions in the Implementation Rules, and adjustments are made in accordance with announcements issued by the Certification and Accreditation Administration of the People's Republic of China (CNCA) regarding the definition and adjustment of the product catalogue.
The China Quality Certification Center has developed and published these Detailed Implementation Rules in accordance with the provisions of the Implementation Rules, adhering to the principles of maintaining the validity of product certification, improving product quality, serving certification bodies, and controlling certification risks. These Detailed Implementation Rules aim to establish classification management requirements for production enterprises and, based on the classification of production enterprises, clarify the implementation requirements for the certification of electronic products and safety accessories.
2. Certification basis

For the standards listed above, in principle, their latest versions issued by the competent national standardization administration apply. To use any other version of the standards, it shall be subject to CNCA’s announcement regarding the adoption of the relevant standard and/or a resolution of the CCC technical expert group.
2.2. Requirements upon change in the certification basis
Certification bodies will monitor changes, such as revisions or amendments, to the standards which are adopted as the CCC basis. They will formulate and publish corresponding certification implementation plans for the transition period of standard revisions or amendments in accordance with relevant regulations and/or resolutions of the CCC technical expert group.
Certification clients shall promptly monitor standard revision information and complete the relevant work for standard revisions in accordance with the requirements.
3. Certification modes
The available certification modes for electronic products and safety accessories are as follows:
Mode 1:
Category I or Category II devices: Type testing + post-certification surveillance
The post-certification surveillance refers to surveillance in any one of the following three methods: post-certification follow-up inspection; sampling and testing or inspection at the production site; or sampling and testing or inspection on the market side.
Devices other than Category I or Category II: Type testing + post-certification follow-up inspection
Mode 2:
Type testing + post-certification surveillance
The post-certification surveillance refers to surveillance in any one or combination of the following three methods: post-certification follow-up inspection; sampling and testing or inspection at the production site; and/or sampling and testing or inspection on the market side.
Mode 3:
Type testing + initial factory inspection + post-certification surveillance
The post-certification surveillance refers to surveillance in any one or combination of the following three methods: post-certification follow-up inspection; sampling and testing or inspection at the production site; and/or sampling and testing or inspection on the market side.
Category A and Category B production enterprises may adopt Mode 1 for certification.
Category C and Category D production enterprises shall adopt Mode 2 for certification.
To avoid the risk of non-conforming products being placed on the market, Category A, Category B, Category C, and Category D production enterprises may also voluntarily choose Mode 3 for certification.
