Article 1 With a view to regulating the use on commercial cryptographic products, the Regulations is hereby formulated in accordance with Regulation on Administration of Commercial Cipher Codes.
Article 2 For the purpose of the Regulations, the use of Chinese citizens, legal persons and other organizations on commercial cryptographic products apply.
Article 3 The term "commercial cryptographic products" as mentioned in the Regulations refers to products for encipherment protection or security certificate on the information not involved in state secrets with cryptographic techniques.
Article 4 The State Cryptography Administration is responsible for the administrative affairs of use of commercial cryptographic products throughout the country.
The cryptography management organizations of provinces, autonomous regions and municipalities directly under the Central Government shall undertake relevant administrative affairs in accordance with the Regulations.
Article 5 Chinese citizens, legal persons and other organizations shall perform encipherment protection or security certificate on the information not involved in state secrets and they can use commercial cryptographic products.
The use of commercial cryptographic products shall abide by national laws, shall not harm the national interests, social public interests and the legitimate rights and interests of other citizens, and shall not use commercial cryptographic products for illegal criminal activities.
Article 6 Chinese citizens, legal persons and other organizations shall use the commercial cryptographic products approved for sale by the State Cryptography Administration, and shall not use the cryptographic products developed by themselves or produced overseas.
