1 Scope
This document establishes the principle of five-element value evaluation of scientific and technological achievements, provides guidance on the classification and evaluation emphasis of scientific and technological achievements, and the contents of scientific, technological, economic, social and cultural value evaluation of scientific and technological achievements, and describes the evaluation method, evaluation process and result form.
This document is applicable to all kinds of scientific and technological achievement evaluation, and other types of scientific and technological evaluation can be used as a reference。

3 Terms and definitions
The terms and definitions defined in GB/T 40148 and the following are applicable to this document.
3.1
Scientific and technological achievements science and technology achievement
Achievements of theoretical value and/or practical value produced through scientific research and technological development
Note: Scientific and technological achievements include two types: main deliverables and secondary deliverables. The main deliverables are the core content of scientific and technological achievements, including but not limited to hardware, software, methods, processes, theories, models, varieties, materials, data, etc.; Sub-deliverables are the carriers of the core content of scientific and technological achievements, including but not limited to papers, patents, works, standards, software copyrights, reports, schemes, drawings, contracts, databases, etc.
3.2
Basic research results fundamental research achievement
Through basic theoretical research, experiments or observations, new theories, new laws, new principles, new methods, new knowledge or new substances of human understanding of the world are obtained
Note: Sub-deliverables of basic research results include papers, works or reports, etc.

Applied research results applied research achievement
New hardware, new software, new processes (new construction methods), new models, new materials or new data obtained from initial research for the purpose of solving specific practical problems
Note 1: Sub-deliverables of applied research results include patents, standards, software copyrights, drawings, reports or databases, etc.
Note 2: Applied research results are generally obtained by conducting research in a test environment, which refers to an environment that simulates key factors in the actual operating environment.

For the purpose of industrialization and improving productivity levels, we carry out systematic research on new hardware (new equipment), new software, new processes (new construction methods), new varieties or new products, etc.
