1 Scope
This document stipulates the requirements for the construction of digital capability system, including the planning, support, implementation and operation, evaluation and improvement of digital capabilities.
This document is applicable to organizations with the following needs:
a) Take digital capacity building as the main line and systematically promote digital transformation activities to stably obtain digital transformation results;
b) Develop and provide systematic solutions around the construction and operation and maintenance of digital capabilities;
c) Provide third-party services for enterprises to carry out digital capacity building.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 23011-2022 and GB/T 45341-2022 and the following apply.

deepening application of new-generation information technology, stimulating innovation-driven potential of data elements, building and enhancing new capabilities for survival and development in the digital age, accelerating business optimization, innovation and restructuring, creating, delivering and capturing new value, realizing transformation, upgrading and innovation-driven development
