1 Scope
This document provides guidance on the overall framework of the standard system of the national integrated government big data system, as well as recommendations on fundamental principles, framework structure, and aspects including basic general standards, basic resources, sharing services, data applications, platforms and technologies, monitoring and management, and security assurance. Additionally, it presents relevant information.
This document is applicable to guide the construction of the standard system of the national integrated government big data system.

The contents of the following documents constitute indispensable provisions of this document through normative references in this document. Among them, for referenced documents with a specified date, only the version corresponding to that date shall apply to this document; for referenced documents without a specified date, their latest version (including all amendment sheets) shall apply to this document.

3 Terms and definitions
The terms and definitions defined in GB/T 13016-2018 as well as the following ones shall apply to this document.
3.1
government data
all types of data collected and generated by government departments and organizations authorized by laws and regulations to perform public affairs management functions (hereinafter collectively referred to as "government departments") in the process of performing their duties in accordance with the law

government data sharing
act of a government department using government data from other government departments or providing government data to other government departments when such use or provision is necessary for the department to perform its duties in accordance with the law
4 Basic principles
4.1 Overall planning and comprehensive layout
Coordinate the resources for standardization work, align with the current status and characteristics of government data sharing, take the efficient and orderly sharing and application of government data as the goal, systematically plan the formulation, implementation and supervision of standards, strengthen the connection and matching between standards, laws, regulations and policy measures, and promote the establishment and improvement of the national integrated government big data system.
4.2 Demand guidance, integrated promotion
Guided by the needs of enterprises and the public, with government management and service scenarios as the entry points, this work focuses on addressing the pain points, blockages, and difficulties in major reforms such as "efficiently getting things done". It optimizes the design of government data platforms, advances the joint construction, co-governance, and sharing of data in an integrated manner, meets both general and special needs for data, and improves the allocation efficiency of data resources.
4.3 Basics first, urgent needs first
Centering on the construction of the national integrated government big data system, with basic general standards as the core and standards in key fields as the breakthrough points, standard development shall be advanced in batches, steadily and in an orderly manner, so as to give full play to the role of standards in technical regulation and benchmark guidance.
4.4 Clear goals and focus on practical results
Focus on the key and difficult issues in government data sharing, and accelerate the development, iteration and upgrading of relevant standards. Actively organize and conduct standard promotion, training, benchmarking, compliance, and implementation supervision, establish an application verification mechanism, and effectively enhance the effectiveness of standard application in practice.
