1 Scope of Application
The Rules is applicable to certification of low-carbon products concerning small and medium three-phase asynchronous motors (0.75kW~375kW) powered by 1000V or below voltage and 50Hz ac power supply.

Type test + initial on-site verification + follow-up inspection after certification
3 Basic Requirements for Certification Implementation
Either product manufacturer or seller can entrust certification body to make certification of low-carbon products concerning small three-phase asynchronous motors.
3.1 Unit Division
In principle, the motor products of same series with same type and different specifications may be regarded as one certification unit, each series is divided into six units (0.75-3kW, 4-11kW, 15-30kW, 37-75kW, 90-160kW and 200-375kW) according to power, and each unit is regarded as one certification unit. Same products produced by same manufacturer and at different manufacturing and processing site are regarded as different units and the low-carbon product certification is made to each unit separately.
3.2 Conditions for Application Processing
(1) Certification client, product manufacturer and manufacturing factory have obtained corporate capacity registered by national industrial and commercial administrative department or the departments concerned;
(2) Manufacturing factory has established and implemented quality and energy management system or regime;
(3) Manufacturing factory has established low-carbon product management system and then implemented successfully for 6 months;
(4) Manufacturing factory has obtained legal administrative license as required by regulations (if any), like production license and other related licenses;
(5) All technical indexes for products applied for certification are stable and meet the requirements of relevant national standards, and such products can be manufactured regularly by batches;
(6) Certification client, product manufacturer and manufacturing factory are not punished by competent administrative departments concerning quality, environment and safety etc.
(7) Manufacturing factory shall be provided with ability for energy efficiency inspection and weighting.
3.3 Application Documents
