1 Scope of applicable products
The Rules are applicable to non-electric toy products which are designed or intended for children under 14 years of age, and whose toy bodies or main play parts are made of plastics, including static plastic toys and motor plastic toys, and excluding inflatable toys, oral toys, similar stationery toys and aquatic toys.
2 Certification mode and licensing conditions
2.1 Certification mode
Type test (conformity statement) + post-licensing supervision
Note: In case the certificate is revoked or administrative penalty is imposed due to the quality problem of the licensed products, the original license holder applies for certification again, or in case the information submitted by the client needs on-site verification, the certification authority may first carry out the factory quality assurance capability inspection and the product consistency inspection, and may adopt the sampling method to carry out the product inspection (refer to Sub-clause 4.5.4.2 for reference).
2.2 Licensing conditions
1) The products meet the requirements of GB 6675 National safety technical code for toys.
2) The factory quality assurance capability complies with the provisions of Requirements for factory quality assurance capability for compulsory certification of toy products.
3) The enterprise (client, manufacturer and producer) submits to the certification authority a conformity statement of the factory quality assurance capability and the products' continuous compliance with the certification requirements.
Note: Holders of certificates for products produced by OEM shall not use the certification results as the basis for applying for certification in cooperation with other producers.

4 Basic requirements for certification implementation
4.1 Application for certification
4.1.1 Certification unit division
The client shall apply for certification according to the unit, and the certification authority shall approve the certificate according to the unit.
One product or a group of products produced by the same client, the same manufacturer and the same producer and conforming to the principle of product unit division in the following table are regarded as the same unit. Specific product unit division principles are shown in the following table:

4.1.2 Certification materials to be submitted when applying for certification
The client shall submit the certification application to the designated certification authority according to the certification application unit and submit the following materials:
1) Certification materials for registration or legal registration of clients, manufacturers and producers.
2) Overview of producer
a) General situation of the producer (production scale, capacity and production history of the products subject to application);
b) Key production equipment list of the producer;
c) Main testing instrument and equipment list of the producer (including name, model, specification, quantity, accuracy, verification period, etc.);
d) The producers comply with the quality management documents (usually submitted when applying for certification for the first time and/or when the quality management documents are subject to version change / significant change) and the organization chart specified in Requirements for factory quality assurance capability for compulsory certification of toy products.
3) Product information
The product information usually includes the following relevant contents applicable to the product subject to certification application.

Motor plastic toy 1. The general name of the main material (ABS, PP, PVC and others) and the qualification certification data/description of the movable elements of the coating of its products, and the qualification certification data of the combustion performance, etc.;

3. Description of structure and appearance, size of toy body;
4. Applicable age group.
4) Photos or pictures sufficient to identify the main characteristics of all certified products and necessary text or size descriptions.
5) List of key original/auxiliary materials and parts
The name, model, specification and producer shall be stated in the list. This mainly includes:
Main material (Class A) and coating material of toys (the coating materials applicable to toys, cosmetic toys and toys belonging to toy writing tools for children under the age of 6 or above for oral contact shall be controlled according to Class A, and other materials shall be controlled according to Class B).
6) When the client is a seller or importer, it shall submit a copy of the relevant contract concluded between the seller and the producer or between the importer and the producer to the designated certification authority at the same time.
7) When the client entrusts others to handle the certification, it shall conclude a power of attorney or contract with the client on matters such as certification, testing, inspection and supervision. When applying for certification, the entrusted party shall submit the signed power of attorney or a copy of the contract to the designated certification authority at the same time.
8) Other documents required by the designated certification authority.
4.2 Type test
4.2.1 Type test sample delivery
After the certification authority accepts the certification application, the client shall be responsible for providing the testing agency with samples of the certification products for type tests, and ensure that the samples provided are consistent with the products actually produced. Each certification unit shall send samples for type tests, and when necessary, samples shall be sent for difference tests.
4.2.2 Number of samples
For the same certification unit, 3 main inspection samples shall be sent or sampled. When necessary, difference tests shall be conducted for other types of products covered in the same unit. As for the specific samples for difference tests, negotiation shall be conducted between test agency and the client to determine the number of samples to be sent/sampled. Generally, the maximum number of samples to be sampled for each difference test shall not exceed 2.
4.2.3 Test standard

4.2.4 Test items
The product test items include all applicable items of GB 6675 National safety technical code for toys.
4.2.5 Sample rectification
If the type test fails, it shall be rectified within a time limit, and the longest rectification time limit shall not exceed 3 months. After the rectification is completed on schedule, the client shall re-send the samples to the original test agency for re-test. If the rectification cannot be completed within the time limit, or the rectification result is unqualified, the certification shall be terminated. The test agency shall issue a unqualified test report for the product, which shall be submitted to the certification authority together with relevant information in the process of product rectification for termination of certification.
4.2.6 Disposal of test samples and relevant data
After the type test is completed, the main test products shall be sealed by the test agency for at least one year, and other samples shall be disposed of according to the requirements of the client. Relevant data, sample pictures and other data shall be stored in the test record, and traceability of the test sample shall be ensured.
The test agency is responsible for sending the test report to the certification authority in time.
4.3 Conformity statement
After passing the type test, the enterprise (client, manufacturer and producer) shall submit to the certification authority a conformity statement that the product subject to certification application continuously meets the requirements of the certification standard and that the factory's quality assurance capability continuously meets Requirements for factory quality assurance capability for compulsory certification of toy products and the relevant certification requirements.
Note: For the convenience of the client, the conformity statement for product quality assurance can be submitted at the same time as the application materials.
