CAV-02-2023 Certification rules for external lighting and light signaling device of motor vehicles
1. Scope of application
The Rules are applicable to the external lighting and light signaling device products used in Categories M, N, O and L motor vehicles. As for external lighting and light signaling device products of other vehicles, the Rules may serve as a reference.
As for the adjustment of the scope of application caused by changes in laws and regulations or related product standards, technologies, industrial policies and other factors, the announcement issued by Certification Alliance for Vehicle (CAV) shall prevail.
2. Certification mode
The certification mode of external lighting and light signaling device products of motor vehicle is: type test + initial factory inspection + supervision after obtaining the certificate.

The initial factory inspection is performed in the mode of CoP control plan review + CoP factory site inspection. According to the different organization and production methods and product characteristics of products, differentiated CoP inspection and post-certification supervision may be adopted in specific implementation.
3. Applications for certification
3.1 Division of certification units
In principle, the external lighting and light signaling device products (of motor vehicles) produced by the same producer (manufacturer) and the same production enterprise (place) that have no significant differences in the following aspects constitute a certification unit:
(1) Applicable standards and functions;
(2) Light source type (filament bulb, light source module, etc.);
(3) Characteristics of the optical system;
(4) Components that can change the optical effect by reflection, refraction and/or absorption during operation, luminous intensity levels and light distribution angles, etc.;
(5) As for lighting fixtures with non-replaceable light sources, the photoelectric parameters of their light sources (nominal voltage, nominal power, filament shape, etc.);
(6) The category, grade and mode of the light fixture;
(7) The grade and optical unit of the retroreflector;
(8) Retroreflective material properties of the rear-marking plates, fluorescent material properties, components affecting the retroreflective material or device.
The applicant shall submit certification entrustment according to the principle of unit division. The same unit may contain multiple models of products. When multiple models and specifications of products are used as one certification unit, the applicant shall submit a description of the differences among the products of various models and specifications. The same model refers to a product that has no impact on standard compliance in design. For products installed on the same model series, such as left and right lighting fixtures with asymmetric functions, the unit division principle may be lowered appropriately.
The same products produced by the same manufacturer and different manufacturers (shall have the same production process and the same key parts/raw material suppliers), or the same products produced by different manufacturers and the same manufacturers should be different application units, but it may be considered that only one unit sample is carried out for type test, and the products of other manufacturers/manufacturers should provide data for consistency verification.
