1 Scope
This document establishes the basic principles for managing archives according to the archival fonds system. It specifies related requirements for the conditions and principles for establishing a fonds, management methods, content maintenance, etc. It also proposes methods for the disposition of archives based on the fonds unit during institutional changes.
This document applies to archives management based on the archival fonds system.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
archival fonds
A whole body of organically related archives formed by a government body, organization, enterprise, institution, or other entity, or managed around a specific theme.
Note: Archival fonds are classified into organization archival fonds and subject archival fonds.

archival fonds management
A systematic working model for classifying, preserving, and providing access to archives, treating the archival fonds as an organic whole.
3.3
organization archival fonds
The whole body of archives formed by the same government body, organization, enterprise, institution, or other entity.
3.4
subject archival fonds
The whole body of systematic and comprehensive archives related to a specific theme, such as a renowned figure, cultural industry, major event, or emergency incident.

archival fonds constituting unit
The government body, organization, enterprise, institution, or other entity that constitutes an archival fonds.

4 Basic Principles
4.1 Respect for Provenance
Collect, arrange, and manage archives according to their source, maintaining the relationship between the archives and their creator, and preserving the original historical context to the greatest extent possible.
4.2 Integrity and Organic Unity
Maintain the integrity of the archival fonds. Archives of different types and carriers within the same fonds shall be managed as a unified whole and not be dispersed. The affiliation of archives to different fonds shall be clear, avoiding confusion. Management activities for the fonds shall follow the original order and arrangement methods of the archives within the fonds, to maintain and reflect their organic connections.
4.3 Systematic Correlation
In the overall process of archives management, closely correlate fonds management with activities such as the collection and arrangement of records, preservation and protection of archives, and transfer and receipt. Compile the archival fonds descriptive file and introduction, maintain the archival fonds management table, record and manage fonds information comprehensively, accurately, and promptly, dynamically understand the management status of archives within the fonds, and comprehensively achieve the effectiveness of fonds management.
4.4 Stability and Continuity
Treat the archival fonds as the most fundamental and core classification unit. The structure and core management rules of the fonds shall remain stable. When facing situations such as institutional reform, asset or property rights changes, carry out archive disposition according to regulations, ensuring continuity in the management process of the fonds.
