3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
liquid extinguishing agent supply system
A system installed on a liquid supply vehicle, mainly consisting of a vehicle-mounted liquid supply pump, suction device, pipelines, and control devices, used for conveying various liquid extinguishing agents other than water.
3.2
vehicle-mounted liquid extinguishing agent supply pump
A pump installed on a liquid supply vehicle, used for conveying various liquid extinguishing agents other than water.
Note: Abbreviated as "liquid supply pump".
4 Technical Requirements
4.1 Basic Requirements
Liquid supply vehicles shall comply with the requirements of GB 7956.1.
4.2 Vehicle Requirements
4.2.1 The fuel tank capacity of the liquid supply vehicle shall be sufficient for all liquid supply pumps to operate continuously for not less than 2 hours at their rated flow and rated pressure after the vehicle has traveled 100 km.
4.2.2 The liquid supply vehicle shall be equipped with an electronic controller for the liquid supply pump speed. This controller shall be capable of stably adjusting the speed of the liquid supply pump(s).
4.2.3 Valves of all automatic control systems on the liquid supply vehicle shall be equipped with emergency manual control devices.
4.2.4 For liquid supply vehicles equipped with a suction device, its operation shall not affect the normal operation of the liquid supply pump(s). The flow rate at which the suction device conveys liquid extinguishing agent into the tank(s) shall not be less than the sum of the rated flow rates of the liquid supply pump(s).
4.2.5 The liquid supply vehicle shall be equipped with an automatic stop device for tank filling. This device shall ensure that external liquid extinguishing agent injection stops automatically once the tank is full.
4.2.6 For liquid supply vehicles equipped with multiple tanks, independent liquid supply pipelines shall be provided for each tank. The operating mechanisms for opening/closing these pipelines shall be distinguishable.
4.2.7 Reliable anti-slip measures shall be provided in the liquid supply system operation area, on the vehicle roof, on flip steps, and on ladder treads-anywhere personnel may stand.
4.2.8 The liquid supply vehicle shall have measures to prevent liquid extinguishing agent, if it overflows from the tank(s), from flowing towards the operation area.
4.2.9 The liquid supply system operation location(s) on the vehicle shall have at least: a display device for each liquid supply pump's outlet pressure, speed, and cumulative operating time; a display for each tank's liquid level; and a display for engine coolant temperature. It shall have at least: an operating device for starting/stopping and speed control of each liquid supply pump; an audible and visual alarm for low liquid level in each tank; an operating device for flushing the liquid supply system; and an emergency stop device.
4.2.10 A pipeline schematic diagram and operating instructions for the liquid supply system shall be provided at the system operation location(s). The rated pressure and rated flow of the liquid supply system and of each liquid supply pump shall be indicated, along with a reminder that the extinguishing agent requires periodic agitation.
4.2.11 All buttons and switches on the liquid supply vehicle shall have operating markings.
4.2.12 Effective warning signs alerting operators to hazards shall be provided at hazardous locations on the liquid supply vehicle, such as high temperature and high-speed rotation, as well as in personnel standing areas where contact with liquid extinguishing agent is possible.
4.2.13 A test connection for measuring liquid supply pump pressure shall be provided at the vehicle's operation panel. The connection shall have an external thread specification of M10×1.5 mm, with a thread length not less than 15 mm. Its location shall facilitate the installation of an external pressure gauge, and it shall have a connection marking.
4.2.14 The liquid supply vehicle shall be supplied with: suction hoses matching the number of liquid supply pumps, each with a single length not less than 3 m; supply hoses with a total length not less than 200 m; a suction hose wrench (if applicable); a supply hose wrench (if applicable); a rubber mallet (if applicable); reducer couplings (if applicable); rubber gloves; and other such equipment.
4.3 Tank Requirements
4.3.1 The tank body and valves shall be made of corrosion-resistant materials.
4.3.2 For tanks with a volume greater than or equal to 12 m³, the volume error shall not exceed ±2%. For tanks with a volume less than 12 m³ but not less than 1 m³, for every 1 m³ decrease in volume, the allowable absolute error increases by 0.1%. For tanks with a volume less than 1 m³, the volume error shall not exceed ±10%.
4.3.3 Tanks with a volume greater than 2 m³ shall be equipped with internal baffles. Tanks with a volume exceeding 3 m³ shall be equipped with longitudinal baffles, and the volume of any single compartment created by the baffles shall not exceed 2 m³.
4.3.4 The structure of each tank and the placement of its outlet shall ensure that the residual rate of liquid extinguishing agent in the tank is not greater than 5%.
4.3.5 For tanks with a volume greater than 1 m³, a manhole and manhole cover allowing personnel entry shall be provided on the top. The manhole diameter shall not be less than 400 mm.
4.3.6 A drain hole shall be provided at the lowest point of the tank. Discharged sediment shall not contact the vehicle body or chassis components.
4.3.7 The tank shall be equipped with an indicating device for liquid level or liquid quantity.
