Safety Technical Code for Suspended Work Using Personal Board-Type Sling Equipment
1 Scope
This document establishes general requirements for personal board-type sling equipment, specifies technical requirements, marking, information to be supplied by the manufacturer, and safety management and training requirements for suspended work, and describes test methods.
This document applies to personal board-type sling equipment and suspended work such as cleaning, painting, inspection, maintenance, and installation of the interior and exterior of buildings and structures using personal board-type sling equipment.
This document does not apply to construction and installation work or suspended work using small hoists.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
personal board-type sling equipment
Manually operated, non-powered personnel work equipment for descending along the facade of buildings or structures, designed for individual use and equipped with fall protection functionality.
Note: Consists of an anchor device, suspended descent system, and fall protection system.
3.2
anchor device
A device for securing the working line or flexible anchor line.
Note: Includes roof-mounted fixing frames, fixed (roof/ground) anchorage points, anchor points, counterweights, etc.
3.3
suspend decline system
A work system that allows the board to be lowered or fixed at any desired height along the working line via a manually controlled descender.
Note: Consists of a working line, descender, connector, and board-type working seat.
3.4
working line
A long rope fixed to the anchor device, laid along the work surface, on which the descender is installed, and which supports the weight of the user and carried equipment during work.
3.5
descender
A device installed on the working line, operated manually for controlled descent, using the working weight as the motive force.
Note: Common types of descenders are given in Appendix A.
3.6
connector
A component used for connecting and disconnecting different parts of the system.

3.7
board-type working seat
A device that carries the worker.
Note 1: Consists of suspension slings, lining belt, waist barrier belt, and seat board.
Note 2: The waist barrier belt is a horizontal belt installed between the two suspension slings to prevent the worker from slipping off the seat board.
3.8
suspension sling
The strap(s) suspending the seat board from the descender.
3.9
lining belt
A strap placed between the suspension sling and the underside of the seat board to prevent wear.
3.10
fall protection system
A system designed to protect the worker in the event of a fall.
Note: Consists of a flexible anchor line, guided type fall arrester, lanyard, and fall arrest system safety belt.
3.11
flexible anchor line
A flexible connecting component fixed to the anchor device, laid along the work surface, on which the guided type fall arrester can slide, and which allows the arrester to lock onto the line in the event of a fall.

3.12
guided type fall arrester
A component attached to an anchor line that can slide along it with the user's movement and is activated by a fall to perform an arresting function.

3.14
fall arrest system
An individual fall protection system that safely suspends a worker in the event of a fall through an arresting action.

3.15
lanyard
A rope that connects the guided type fall arrester to the fall arrest system safety belt and is capable of absorbing impact energy.
3.16
working weight
The mass of the worker and carried equipment supported by the working line or flexible anchor line.
Note: Does not include the weight of the working line or flexible anchor line itself.

total weight
The total mass of the worker, carried equipment, working line, and flexible anchor line supported by the anchor device.
