1 Scope
This document, together with GB 10395.1, specifies the safety requirements for the design and manufacture of combine harvesters, forage harvesters, cotton harvesters, and sugarcane harvesters, as well as the acceptance requirements. It provides methods to eliminate or reduce the hazards caused by the intended use of these machines during normal operation and maintenance by the operator. It also specifies the types of safety operation procedure information that manufacturers should provide. Additionally, it identifies all major hazards, hazardous conditions, and hazardous events related to these machines under their intended use and in conditions of misuse that the manufacturer can reasonably foresee (see Annex A).
This document does not specify the design requirements for roll-over protective structures (if the machine is equipped with them).
This document does not specify the performance levels (or categories) of safety - related components of control systems in accordance with GB/T 38874 or GB/T 16855.
Note: This document does not take into account special requirements related to traffic regulations.
This document applies to the design, manufacture, and inspection and testing of combine harvesters, forage harvesters, cotton harvesters, and sugarcane harvesters.
For hazards related to braking and steering, this document only applies to the human - machine interface aspects of braking and steering (e.g., the position of the brake pedal and steering wheel), and does not include other aspects related to braking and steering.
For towed harvesters, this document only applies to hazards related to the working process.
This document does not apply to hazards caused by personnel other than the operator in the working site of combine harvesters, forage harvesters, cotton harvesters, and sugarcane harvesters, cleaning of the grain box, as well as hazards related to vibration and dynamic transmission moving parts (except for the strength requirements of protective devices and barriers).

3 Terms and Definitions
The terms and definitions defined in GB 10395.1—2025 and GB/T 15706—2012, as well as the following terms and definitions, apply to this document.
3.1 Basket
A container used to receive, hold, compress, and unload harvested cotton.
3.2 Clean grain and return handling systems
A system that transports grain and chaff through spiral conveyors and/or elevators within the machine to the grain box or the threshing/re - threshing device.
3.3 Combine harvester
A mobile machine for harvesting grains and oilseeds, which cuts, picks, threshes, separates, cleans, and conveys grains to the grain box, and places the harvested residues in the field.
3.4 Cotton harvester
A mobile machine for harvesting cotton, which picks, cleans, processes, and conveys cotton to the basket, and places the harvested residues in the field.
Note: Cotton harvesters include cotton boll harvesters and seed cotton harvesters.
3.5 Forage harvester
A mobile agricultural machine for harvesting or collecting crops and cutting them into uniform short sections before conveying them to the feed box or a separate vehicle.
Note: GB/T 10394.1 provides detailed definitions of terms related to forage harvesters.
3.6 Guidance system
An automatic system for controlling the direction of the machine during harvesting operations.
3.7 Header
A component of harvesting machinery used to collect, cut, pick, or pick up crops.
3.8 Instructional seat
An overall or independent seat for the instructor or trainee to sit on.
3.9 Operator's workstation
The position on a self - propelled machine where the operator controls driving and operations.
3.10 Sugarcane harvester
A mobile agricultural machine for harvesting or collecting, cutting sugarcane, and conveying sugarcane sections or whole stems to the feed box or a separate vehicle.
4 Safety Requirements and/or Protective/Risk Reduction Measures Applicable to All Machines
4.1 General Requirements
4.1.1 Combine harvesters, forage harvesters, cotton harvesters, and sugarcane harvesters (hereinafter referred to as "machines") shall comply with the safety requirements and/or protective/risk reduction measures specified in this document.
4.1.2 For hazards that are relevant but not major and not covered by this document, the machine shall be designed in accordance with the principles of GB/T 15706—2012.
4.1.3 Unless otherwise specified in this document, the machine shall comply with the requirements of GB 10395.1—2025.
