1 Scope of Application
This Rule is applicable to hand-held motor-operated electric tools, including screwdriver and impact wrench; grinder, polisher and disk-type sanders; sanders and polishers other than disk type; circular saw; electric drill and impact electric drill; hammers; sheet metal shears and nibblers; tapper; planer; reciprocating saw (jig and sabre saws); concrete vibrator; spray guns for non-flammable liquids; chain saw; branch shears; routers and trimmer; tile saws.
This Rule is not applied to battery type electric tool involved with Appendix K in GB 3883.1.
The adjustment of application scope caused by the changes of laws, regulations, relevant products standards, technologies, and industrial policies, shall be subject to the announcement issued by CNCA.
2 Certification Standards

In principle, the above standards shall be the latest editions issued by the national standardized administrative department. Where other editions are needed, the announcement applicable to the requirements of relevant standards and issued by CNCA shall be observed.
3 Certification Mode
Basic certification modes for implementing compulsory certification of electric tools are:
Type test + supervision after certification.;
The supervision after certification above refers to one of the three modes, i.e. follow-up inspection after certification, sampling testing or inspection on production site and market sampling testing/inspection.
According to the requirements of “Implementation Rule on Compulsory Product Certification - Classified Management of Manufacturer, Certification Mode Selection and Confirmation”, certification body implements classified management and increase enterprise quality assurance capacity and product consistency inspection (initial factory inspection) on the basis of basic certification mode in conjunction with classified management result and combines supervision manner after certification to determine certification mode applicable to the certification client.
