Technical Requirements for Grading Evaluation of Gas Field Development Level
1 Scope
This document establishes the principles for grading evaluation of gas field development level, and specifies the evaluation index system, grading evaluation standards, and technical requirements for comprehensive evaluation of gas field development level.
This document takes developed units or gas fields as the evaluation object, applies to the grading evaluation of conventional gas fields and tight gas fields development level, and provides reference for the grading evaluation of other types of gas fields development level.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
gas field development level
The position of relevant indicators of gas field development among similar gas fields.
3.2
evaluation index system
An organic whole composed of multiple indicators that characterize various aspects and interrelationships of the evaluation object.
3.3
grading evaluation
Establishing a comprehensive evaluation index system covering technical, economic, and management dimensions, establishing grading standards to measure the effectiveness of individual indicators and the overall comprehensive effect grading method, thereby comprehensively and objectively reflecting the actual performance of the evaluated gas field development.
3.4
gas field development stage
The stages of plateau establishment, plateau, decline, and low production that appear sequentially after gas field development.
4 Objectives and Principles
4.1 Objectives
Through grading evaluation of gas field development level, strengthen benchmarking management of gas field development to achieve the following objectives:
a)Summarize advanced technologies and experiences, play a demonstrative role, and promote application;
b) Identify gaps, analyze causes, and formulate improvement measures.
4.2 Principles
When conducting grading evaluation of gas field development level, the following principles shall be followed:
a)Universality principle: Adopt the same set of indicator systems and methods for different types of gas fields;
b)Holistic principle: Conduct evaluation from the perspective of the entire life cycle of the gas field, focusing on both current status and long-term perspective;
c) Differentiation principle: The graded quantitative limits of evaluation indicators should consider the influence of factors such as gas field type, gas field development stage, and technological progress.
5 Evaluation Index System
5.1 Evaluation Indicators
An evaluation index system is established according to three dimensions: technical, economic, and management, as shown in Table 1. Main evaluation indicators are calculated according to the methods specified in Appendix A.
5.2 Evaluation Indicator Values
5.2.1 Reserve Utilization Rate
The ratio of the actual geological reserves utilized by the gas field during the evaluation period to the geological reserves designed for utilization in the program, expressed as a percentage.
5.2.2 Conformity Rate of Main Technical Indicators of Development Program
The conformity rate between actual production indicators and the predicted results of various fluid production rates (natural gas production, formation water production, oil production), formation pressure, and plateau period duration in the gas field development program, calculated according to the method specified in A.1, expressed as a percentage.
5.2.3 Degree of Reserve Recovery at End of Plateau Period
The ratio of cumulative wellhead gas production at the end of the gas field plateau period to the geological reserves designed for utilization in the program, expressed as a percentage.
5.2.4 Designated Ultimate Recovery Factor
Implement the requirements of SY/T 6098 to designate the ultimate recovery factor of the gas field based on technically recoverable reserves, expressed as a percentage.
5.2.5 Technical Adaptability of Main Development Engineering
Qualitative evaluation conducted according to grading rules of Level 1, Level 2, and Level 3, based on whether large-scale rectification has been carried out for gas field development well engineering, surface gathering and processing engineering, and health, safety, and environmental supporting engineering after implementation of the development program or development adjustment program.
5.2.6 Financial Internal Rate of Return (After Tax)
Implement the requirements of SY/T 6177. The discount rate at which the cumulative present value of net cash flow equals zero during the calculation period for the gas field development project, expressed as a percentage.
5.2.7 Unit Full Cost
The ratio of the full cost of the gas field to the commercial natural gas volume, calculated according to the methods in A.2 and A.3, with the unit being yuan per thousand cubic meters (yuan/10³ m³).
5.2.8 Control Degree of Health, Safety, and Environment Accidents
Implement the requirements of SY/T 6276. Count accidents involving casualties, significant property losses, and environmental pollution occurring during the gas field life cycle, and conduct qualitative grading evaluation:
a) Level 1: No accidents with substantive impact occurred and no incidents of malignant risk warning occurred;
b) Level 2: Accidents with mild impact occurred or incidents of malignant risk warning occurred;
c) Level 3: Accidents with serious impact occurred or major malignant risk warning incidents occurred multiple times.
5.2.9 Comprehensive Energy Consumption per Unit Commodity Output
Implement the requirements of GB/T 2589. Count the comprehensive energy consumption of gas field production activities during the evaluation stage and its ratio to the qualified product output (natural gas, condensate oil) in the same period, with the unit being kg of standard coal per ton.
Obtain various energy consumption data actually consumed by the gas field from the energy conservation acceptance report, or adopt existing research results meeting the requirements of this clause.
5.2.10 Digitalization Degree
Qualitative evaluation conducted according to grading rules of Level 1, Level 2, and Level 3, by comprehensively considering whether the gas field has achieved capabilities in six major aspects: automated data acquisition and integration, customized data analysis and prediction, automated operation and control, remote monitoring and management, safety and environmental monitoring, and training and support.
