1 Scope
This document specifies the general requirements, management requirements, technical requirements, judgment, and evaluation for the economical operation of gas field gathering and transportation systems.
This document applies to the economical operation management of onshore gas field gathering and transportation systems, land-based gas fields in tidal zones, and onshore terminal gathering and transportation systems of offshore gas fields.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
gas gathering and transportation system in gas field
A process system within a gas field that extracts, collects, regulates pressure, separates, meters, and transports gas well products.
3.2
economical operation for gas gathering and transportation system in gas field
The operation of the gas field gathering and transportation system in an efficient, low-consumption state achieved through scientific management, optimized configuration, and technical improvements, while meeting process requirements and ensuring safety and environmental protection.
4 General Requirements
4.1 Outdated equipment and processes prohibited by the state shall not be used. The energy efficiency of newly added energy-using equipment shall reach the energy-saving level, and preference shall be given to energy-using equipment whose efficiency reaches the advanced level.
4.2 The economical operation of the gas field gathering and transportation system shall comply with relevant safety and environmental protection regulations.
4.3 When the gas field gathering and transportation system does not meet the economical operation indicators, an analysis shall be conducted, an adjustment or transformation plan shall be formulated and implemented, and the results shall be tested and evaluated.
4.4 The gas field gathering and transportation system should adopt technologies such as downhole choking, utilization of natural gas pressure energy, recovery and utilization of waste heat energy, and utilization of renewable energy sources like solar energy, wind energy, and geothermal energy.
5 Management Requirements
5.1 An energy-using equipment ledger shall be established, and the nameplate information of main energy-consuming equipment shall be complete and legible. Operational documents covering key aspects involving energy consumption, such as operation, maintenance, and repair of main energy-consuming equipment, shall be prepared, and regular maintenance shall be carried out for the equipment.
5.2 A statistical system for energy and material consumption and an analysis system for utilization status shall be established. Regular energy consumption analysis and economical operation evaluation shall be conducted.
5.3 The equipping and management of energy measuring instruments shall comply with the requirements of GB 17167 and GB/T 20901.
5.4 Energy consumption quota management shall be implemented for main energy-consuming equipment.
5.5 Energy performance parameters shall be determined, an energy baseline and energy objectives shall be established, and corresponding control measures shall be formulated and implemented.
5.6 An energy management and control information system should be built to achieve monitoring, analysis, and optimization of energy performance parameters.
5.7 Regular energy-saving monitoring of main energy-consuming equipment, units, and systems shall be conducted. Online monitoring should be performed when conditions permit.
5.8 Regular inspections shall be carried out to promptly eliminate process factors and equipment failures affecting economical operation.
5.9 When the production process or operating conditions change, process parameters of energy-using equipment and systems shall be optimized and adjusted.
5.10 Management and operation personnel shall be trained in economical operation.
6 Technical Requirements
6.1 Basic Principles
6.1.1 Gas field gathering and transportation should use equipment and facilities with good structural sealing performance and low energy consumption.
6.1.2 For gas gathering processes using inhibitor injection to prevent natural gas hydrates, the injection amount should be dynamically adjusted based on changes in natural gas pressure, temperature, and production rate.
6.1.3 For gas gathering processes using corrosion inhibitor injection, suitable inhibitors should be selected, the injection process should be optimized, and the injection amount should be dynamically adjusted based on the main corrosion factors in the gas field.
6.1.4 Natural gas liquids generated during the gathering and transportation process shall be recovered, and the flash vapor generated should be recovered and utilized.
6.1.5 Regular pigging operations should be carried out on the natural gas gathering pipeline network.
6.1.6 Before inspection and repair, the natural gas within the system should be recovered and utilized.
