1 Scope
This document specifies the general provisions, work procedures, evaluation basis, evaluation content, and evaluation methods for energy efficiency evaluation of new energy utilization projects in oil and gas field enterprises.
This document applies to pre-construction energy efficiency evaluation of new construction, renovation, and expansion projects for new energy utilization in oil and gas field enterprises.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
new energy utilization
The use of new energy to replace traditional fossil energy.
3.2
quantity of new energy utilization
The total sum, converted into standard coal equivalent, of the physical quantity of all types of new energy consumed by a new energy utilization project to replace traditional fossil energy.
3.3
utilization rate of new energy
The ratio of the quantity of new energy utilization to the total energy consumption of the project, reflecting the level of new energy utilization and substitution effect.
4 General Provisions
4.1 Evaluation shall be conducted based on relevant national laws, regulations, standards, and codes, focusing on aspects such as the process technology, general layout, main energy-using processes and equipment selection, energy measuring instrument equipping plan, and new energy utilization level of the new energy utilization project.
4.2 New energy utilization projects should be equipped with energy efficiency testing indicators and monitoring data feedback methods for the new energy system operation.
4.3 New energy utilization projects and oil and gas field digital construction should be coordinated and unified, meeting the requirements of digital production.
4.4 New energy utilization projects shall comply with relevant safety and environmental protection regulations.
5 Energy Efficiency Evaluation Work Procedures and Evaluation Basis
5.1 Work Procedures
The work procedures for energy efficiency evaluation of new energy utilization projects are:
a) Collect basic data and conduct relevant investigations;
b) Determine the evaluation basis;
c) Clarify the project evaluation scope;
d) Carry out energy efficiency evaluation of the new energy utilization project;
e) Prepare the energy efficiency evaluation report for the new energy utilization project. A sample evaluation report is shown in Appendix A, and sample relevant tables in the report are shown in Appendix B.
5.2 Evaluation Basis
The basis for energy efficiency evaluation of new energy utilization projects is as follows:
a) Relevant national and local laws, regulations, rules, plans, industry access conditions, and industrial policies.
b) Standards and specifications, including the following aspects:
Relevant standards and specifications for photovoltaic power generation, wind power generation, solar thermal collection, geothermal energy, waste heat, etc.;
Minimum allowable values of energy efficiency and energy efficiency grade standards for new energy utilization, conversion equipment facilities, and end-use energy equipment facilities;
Economical operation standards for systems or equipment;
Standards for energy management and energy measuring instrument equipping;
General standards and technical guidelines for energy consumption calculation, energy balance, rational energy use evaluation, etc.;
Relevant standards and technical guidelines for project carbon emission calculation.
c) Domestic and international advanced levels in the industry to which the project belongs.
d) Relevant information provided by the construction unit, such as the project feasibility study report (or project application report), design documents, and technical agreements for main equipment.
6 Energy Efficiency Evaluation Content
6.1 Project Evaluation Scope
The project evaluation scope shall include newly constructed, renovated, or expanded new energy systems and oil and gas production equipment facilities utilizing new energy.
6.2 Evaluation of Project Construction Scheme
6.2.1 Evaluation of Construction Scheme
The evaluation of the construction scheme shall be carried out according to the following steps:
a) Summarize the current project development status and construction scheme, including the following content:
Current construction status, local energy resources, and overall project layout;
Construction scale, content and quantities, construction scheme of the new energy system, construction scheme of auxiliary and ancillary systems;
Project utilization effects, including quantity of new energy utilization, utilization rate of new energy, carbon emission reduction, etc.
b) Analyze and evaluate whether the process scheme complies with national and industry planning, access conditions, and relevant standards and specifications.
6.2.2 General Layout
The specific content and methods for evaluating the general layout are as follows:
a)Evaluate the impact of the project's general layout on the processes of energy acquisition, transmission, storage, distribution, and consumption, and assess whether it follows layout principles such as rational arrangement, optimized operation and maintenance, overall planning, and comprehensive utilization of existing facilities and resources;
b)Evaluate whether the project's general layout meets the relevant requirements of GB 50797,
GB 51096, SY/T 0048, etc. A tabular presentation should be used for illustration.
6.2.3 Process Technology
