1.0.1 This specification is formulated to unify the technical requirements for communication system construction in oil and gas pipeline projects, standardize the communication system construction of oil and gas pipeline projects, and ensure project quality, safety, and environmental protection.

3 Basic Requirements
3.0.1 Construction should adopt new technologies, new processes, new construction methods, new materials, and new equipment that improve project quality and reduce environmental pollution.
3.0.2 The construction unit shall prepare a construction organization design. The preparation of the construction organization design shall comply with the provisions of the current industry standard *SY/T 4115 Specification for Compilation of Construction Organization Design for Oil and Gas Transmission Pipeline Engineering*.
3.0.3 Construction operators shall undergo corresponding technical training, and special operation personnel shall work with certificates.
3.0.4 The construction unit shall be equipped with verified or calibrated measuring instruments that meet project requirements and use them within the validity period.
3.0.5 Equipment and materials requiring inspection and re-inspection shall pass inspection and re-inspection.
3.0.6 When modifications to the engineering design or material substitution are required during construction, consent shall be obtained from the construction unit and the design department, and change procedures shall be completed.

4 Construction Preparation and Equipment/Material Inspection
4.1 General Requirements
4.1.1 Before commencement, all construction preparations and the inspection of equipment and materials for the project shall be properly completed.
4.1.2 The quality of equipment and materials used in the project shall comply with the provisions of relevant current national standards and shall have quality certification documents such as factory certificates, quality certificates, and material certificates.
4.1.3 Equipment and materials for the project shall undergo incoming inspection. Unqualified equipment and materials shall be dealt with promptly. Equipment and materials without quality certification documents or that do not conform to the engineering design documents and technical specifications shall not be used. Inspected equipment and materials shall have inspection records.
