1 Scope
This document specifies the technical requirements and principles for the implementation, operations, handling, emergency response, and rescue during land-water intermodal transportation of liquefied natural gas (LNG) tank containers.
This document applies to the operation, handling, safety, and emergency management in all phases involving LNG tank containers, including filling operations, road transportation, port operations, waterway transportation, storage yard operations, and terminal unloading.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB/T 150 (all parts), NB/T 47059, GB 16994.3, and the following apply.
3.1
liquefied natural gas (LNG)
A colorless cryogenic liquid fluid composed primarily of methane, possibly containing small amounts of ethane, propane, butane, nitrogen, or other components typically found in natural gas.

3.2
tank containers for liquefied natural gas
Tank containers used for transporting and storing LNG, consisting of a vacuum-insulated tank body, frame structure, piping, safety accessories, and operating box.
3.3
boil-off gas (BOG)
Gas generated from LNG vaporization due to external heat ingress and flash evaporation during pressure changes in container filling and discharge processes.

4 Basic Requirements
4.1 LNG Tank Containers
4.1.1 The design, manufacture, inspection, and testing of LNG tank containers for land-water intermodal transportation shall comply with the provisions of TSG R0005, JT/T 617 (all parts), and the International Maritime Dangerous Goods Code. They shall obtain a safety performance inspection certificate issued by a special equipment inspection body and an inspection certificate issued by the China Classification Society. Temporary import or lease of overseas-registered LNG tank containers for land-water intermodal transportation shall comply with the provisions of TSG R0005.
4.1.2 The use management of LNG tank containers shall comply with the provisions of TSG 08 and TSG R0005. They shall possess a special equipment use registration certificate.
4.1.3 The user of LNG tank containers shall formulate operating procedures for LNG tank containers according to the provisions of TSG 08 and TSG R0005.
4.1.4 The user of LNG tank containers shall establish a daily inspection and maintenance system for the tank containers, including inspections conducted by accompanying operating personnel before each departure, after parking, and before and after loading/unloading. Discovered issues and abnormal situations shall be promptly addressed, and records shall be kept and archived.
4.1.5 LNG tank containers shall undergo periodic self-inspection and periodic inspection according to the provisions of TSG R0005. Periodic self-inspection shall be organized by the safety manager of the user unit and conducted at least once a month. Periodic inspection shall be conducted by an inspection body according to the relevant provisions of TSG R0005 and TSG 08.
4.1.6 The intermodal transportation time of LNG tank containers, or the interval between filling and unloading, including potential delays due to unforeseen circumstances, shall not exceed the remaining holding time of the LNG tank container determined based on information such as filling time, filling rate, filling pressure, and reference holding time.
4.1.7 The container tank body of the LNG tank container should be equipped with a remote monitoring device capable of real-time data acquisition of temperature, liquid level, pressure, position, and other information, and effectively uploading and storing such data on a monitoring platform.
4.2 Inspection
4.2.1 Inspections of LNG tank containers include initial inspection, first periodic inspection, intermediate inspection, periodic inspection, and special inspection.
4.2.2 LNG tank containers shall undergo initial inspection and testing before being put into service, typically as manufacturing inspection. Initial inspection and testing include internal and external examination of the tank body, frame, and accessories, pressure test, and leak tightness test. Internal examination shall include checking the tank body for scars, corrosion or wear, dents, deformation, welding defects, and other phenomena affecting the safety of LNG tank container transportation. Initial inspection and testing shall be carried out according to the provisions of NB/T 47059.
