1 Scope
This document specifies the technical requirements for plugging construction preparation, assembly and welding of split tees or split 4-way fittings, plugging construction operations, health, safety, environment, and handover documents for hot-tapping and suspension/barrel plugging operations on pipelines under pressure.
This document applies to hot-tapping and suspension/barrel plugging operations on steel pipelines.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
plugging head
A device composed of a mechanical rotating part and sealing components, used to isolate the medium inside the pipeline.
Note: Classified as suspension plugging head and barrel plugging head.
3.2
suspension plug
A plugging form where the sealing structure of the plugging head is disc-shaped.
Note: Includes suspended, folding, double-seal, hydraulically activated, and intelligent plugging, etc.
3.3
barrel plug
A plugging form where the sealing structure of the plugging head is cylindrical.
3.4
tapping machine
A device used to machine a circular hole in a pipeline by mechanical cutting while the pipeline is in a sealed state.
3.5
hot-tapping
An operation of machining a circular hole in a pipeline by mechanical cutting using tapping equipment without leakage of the pipeline medium.
3.6
plugging
An operation of sending a plugging head into the pipeline through the hot-tapped hole and sealing the pipeline, thereby isolating the medium inside the pipeline.
3.7
L-O-R split fitting
A fully surrounding special tee with a plug and ring segment mechanism at the flange, used for pipeline hot-tapping and plugging operations.
Note: Commonly classified as plugging tee, bypass tee, and bag-setting tee, etc.
3.8
L-O-R split 4-way fitting
A fully surrounding special 4-way fitting with a plug and ring segment mechanism at the flange, and a lower shield with a protruding sealing cavity, used for pipeline hot-tapping and plugging operations.
3.9
plug
A cylindrical device placed inside the flange bore of a split tee (split 4-way fitting), equipped with O-rings, a check valve, and a ring segment groove.
3.10
ring segment
A retractable mechanism placed inside the flange of a split tee or split 4-way fitting, used to secure and restrict the plug.
Note: Classified into externally driven and internally driven types.
3.11
sandwich valve
A specialized valve used for connecting hot-tapping and plugging equipment to a split tee (split 4-way fitting) during hot-tapping and plugging operations.
3.12
T.M.adapter
A device housing the cutter and plug, used for sealed connection between the sandwich valve and the tapping machine.
3.13
plugging head housing
A device housing the plugging head, used for sealed connection between the sandwich valve and the plugging machine.
3.14
cutter
A cylindrical milling cutter with multiple cutting teeth at one end and connected to the tapping machine spindle at the other end.
3.15
pilot drill
A drill bit equipped with a U-shaped retaining ring, used for positioning, guiding, retrieving the cut coupon, and assisting the cutter during hot-tapping.
3.16
centering device
A pipe fitting welded onto the pipeline, used to adjust the position of the pilot drill and ensure coaxial alignment between the pilot drill and the bore of the tee/4-way fitting.
3.17
coupon
The pipe wall section cut out by the cutter.
3.18
cutter holder
A device connecting the tapping machine and the cutter.
