1 Scope
This document specifies the technical and management requirements for the commissioning, operation and control, stations, pipeline sections between stations, and safety and emergency response for crude oil pipelines.
This document applies to the operation management of onshore crude oil pipelines. The operation management of oilfield gathering pipelines and offshore oilfield oil transmission pipelines may refer to this document.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
station
A site where operations such as boosting, heating, storage, off-take, metering of pipeline crude oil, or pigging of pipeline sections between stations are carried out.
3.2
oil pipeline
A pipeline used to transport stabilized crude oil.
3.3
double prevention mechanism (DPM)
A dual preventive working mechanism comprising safety risk classification management and control, and the investigation and management of production safety accident hazards.
3.4
latent danger
Hazardous states of objects, unsafe behaviors of people, and deficiencies in management work that may lead to accidents or exacerbate the consequences of accidents.
3.5
risk assessment
An analytical process that identifies hazard factors adversely affecting the safe operation of a pipeline, evaluates the probability and consequences of failure, comprehensively determines the risk level, and proposes corresponding risk control measures.
