1 General Provisions
1.0.1 This code is formulated to standardize the preparation and management of construction organization designs for oil and gas transmission pipeline projects and to improve the construction management level of oil and gas transmission pipeline projects.
1.0.2 This code applies to the preparation and management of construction organization designs for new construction, renovation, and expansion projects of oil and gas transmission pipelines.
1.0.3 In addition to complying with this code, the preparation and management of construction organization designs for oil and gas transmission pipeline projects shall also comply with current relevant national standards.
2 Terms
2.0.1
construction organization plan
A comprehensive document, targeting the construction project, used to guide the technical, economic, and managerial aspects of construction.
2.0.2
special construction scheme
A construction technical and organizational scheme prepared primarily for a (sub-divisional) work item or a specialized project.
Note: Used to specifically guide the construction process, for example, for sub-divisional work items with complex technical processes, in environmentally sensitive areas, or involving high risks.
2.0.3 construction arrangement
The overall planning and comprehensive arrangement made for the project implementation process.
Note: Includes the main objectives of the project construction, construction sequence and spatial organization, construction organization arrangements, etc.

3 Basic Provisions
3.1 General Provisions
3.1.1 Construction organization plans shall be prepared according to individual item or unit engineering based on contract stipulations. For projects with simple processes, functions, structures, or content, the preparation may be simplified by referring to the preparation requirements for construction organization plans.
3.1.2 Special construction schemes shall be prepared for sub-divisional work items with complex technical processes, those in environmentally sensitive areas, or those involving high risks.
3.1.3 The preparation of construction organization plans shall follow the construction procedures of the project and shall meet the following requirements:
1 They shall be prepared based on the project conditions and characteristics, and shall meet the requirements concerning project progress, quality, safety, environmental protection, cost, etc., specified in the construction contract or bidding documents.
2 The application of new technologies, new processes, new construction methods, new materials, and new equipment shall be actively promoted and utilized.
3 Scientific construction procedures shall be adhered to, resource allocation shall be optimized, and balanced construction shall be achieved.
4 Technical and managerial measures shall be taken to promote energy conservation and green construction.
5 They shall comply with the requirements of quality, environment, and occupational health and safety management systems.
6 Information-based digital construction management methods should be adopted, promoting information technologies such as data acquisition, on-site and remote monitoring, and information transmission.
7 The division of unit projects shall comply with the relevant provisions of the current national standard "Unified Standard for Construction Quality Acceptance of Petroleum and Natural Gas Engineering" GB/T 51317.
3.1.4 Construction organization plans shall include the following content:

3.1.5 The preparation procedure for the construction organization plan may be implemented according to Appendix A of this code.
3.2 Preparation and Approval
3.2.1 The construction organization plan shall be prepared under the organization of the project manager of the construction unit, and approved by the technical leader of the construction unit or an authorized technical personnel. When a general contracting model is adopted, it shall also be submitted to the project department of the general contractor for review.
3.2.2 The special construction scheme shall be prepared under the organization of the project manager of the construction unit, and approved by the technical leader of the construction unit or an authorized technical personnel.
