1 Scope
This document specifies the general requirements, assessment and selection, process control, and traceability management for the use of recycled materials in household electrical appliances. It describes methods for calculating the usage rate of post-consumer recycled materials and for determining classification levels.
This document is applicable to the use and management of recycled plastics, recycled metals, and recycled refrigerants in household electrical appliances (hereinafter referred to as "household appliances"), and may be referenced for other related recycled materials.

3 Terms and Definitions
The terms and definitions given in GB/T 29769-2013 and the following apply to this document.
3.1 Household Electrical Appliance
An electrical appliance, powered by single-phase AC supply and intended for use by non-professionals in households, dwellings, and similar places (e.g., shops, light industry, farms, etc.), with a rated voltage not exceeding 250 V for such appliances and not exceeding 480 V for other appliances.

3.2 Recycled Material
Material processed from waste materials for use in its original or other applications.
Note 1: Energy recovery is excluded.
Note 2: Includes pre-consumer recycled material and post-consumer recycled material.

3.3 Post-Consumer Recycled Material
Recycled material processed from waste materials derived from end-user products for use in its original or other applications.

3.4 Pre-Consumer Recycled Material, Post-Industrial Recycled Material
Useful material obtained by reprocessing waste materials generated during the production process.
Note: Does not include materials directly recycled within the same production process, such as rework materials, regrind materials, or scrap.
4 General Requirements
4.1 The performance of recycled materials shall meet the requirements for design, quality, molding, safety, and reliability of household appliances.
4.2 The performance of products made from recycled materials shall be equivalent to that of products made from virgin materials, meet the requirements for the intended use, and ensure substitutability under applicable scenarios.
4.3 Recycled materials shall not originate from hazardous waste such as medical waste, pesticide packaging, or radioactive waste.
4.4 Recycled materials shall comply with the limit requirements for restricted substances specified in GB 26572, except for cases listed in the "List of Exceptions for Restricted Substances under Compliance Management."
5 Assessment and Selection of Recycled Materials
5.1 On the premise of meeting the performance and quality requirements of household appliances, priority shall be given to selecting recycled materials that have wide sources, are easy to recycle and process, and are environmentally friendly.
5.2 Recycled materials shall meet the design and usage requirements of household appliances. For recycled material products used in key components, verification tests shall demonstrate that their reliability meets the same requirements as products made from virgin materials. Performance indicators for some recycled materials are provided in Appendix A.
5.3 The use of recycled materials in products that come into contact with food or involve drinking water hygiene and safety shall comply with relevant standard requirements.
6 Process Control for the Use of Recycled Materials
6.1 During the design phase of household appliances, a design and development plan for the use of recycled materials shall be formulated and implemented accordingly.
6.2 A procurement management system for recycled materials shall be established, including procedures for the selection and evaluation of recycled material suppliers, control procedures, and incoming inspection standards for recycled materials, to ensure the quality of recycled materials and the stability of the supply chain.
6.3 Raw materials and components containing different types of recycled materials shall be clearly identified and managed separately during transportation and storage.
6.4 Manufacturers shall retain information on the source, destination, and compliance of recycled materials to ensure traceability at each stage.
7 Traceability Management of Recycled Materials
7.1 Enterprises shall establish a traceability system for household appliances to ensure access to information on the source, destination, composition, and content of recycled materials. It is advisable to establish a recycled material information platform, specifying performance requirements and the scope of products and components, to ensure transparency in the use of recycled materials. A list of traceability documents is provided in Appendix B.
7.2 Household appliance manufacturers, product/component manufacturers, and recycled material enterprises shall establish a collaborative traceability mechanism to ensure the traceability of recycled materials across all stages, including procurement, production, and sales. The traceability process is illustrated in Figure 1.
