The technical differences and their reasons between this standard and ECE R44 are listed as follows: -The definition of "built-in child restraint system" (3.54) was added to specify the meaning of built-in child restraint system mentioned in ECE R44; -The ISOFIX anchorages system sketch map (Figure 1) was added for the clear understanding of the users of this standard. Restraining Devices for Child Occupants of Power-driven Vehicles 机动车儿童乘员用约束系统 1 Scope This standard specifies the terms and definitions of restraining devices for child occupants of power-driven vehicles (hereinafter referred to as child restraint system), the requirements for installation and fixation on vehicles, structure of restraint system as well as performance requirements and test methods for restraint system assembly and its component parts. This standard applies to child restraint systems which are suitable for installation in power-driven vehicles having three or more wheels, and which are not intended for use with folding (tip-up) or with side-facing seats. 2 Normative References The following referenced documents are indispensable for the application of this document. It is so designed as to diminish the risk of injury to the wearer, in the event of a collision or of abrupt deceleration of the vehicle, by limiting the mobility of the wearer's body. 3.2 Category The child restraint system is classified according to the position on the vehicles. 3.2.1 Universal category A category for use as specified in articles 4.2.1, 4.2.3.1 and 4.2.3.2 on most vehicle set positions, and in particular those which have been assessed according to GB 14166 as being compatible with such a category of child restraint. 3.2.2 Restricted category A category for use as specified in articles 4.2.1 and 4.2.3.1 in designated seat positions for particular vehicle types as indicated by either the child restraint manufacturer or the vehicle manufacturer. 3.2.3 Semi-universal category A category for use as specified in articles 4.2.1, 4.2.3.3 and 4.2.3.4. 3.2.4 Specific vehicle category A category for use either on specific vehicle types, in accordance with articles 4.2.2 and 4.2.3.5; or as a child restraint system or "built in" child restraint equipped with anchorages designed either by the vehicle manufacturer or the child restraint manufacturer. 3.3 Class The child restraint system may be classified according to the restraint method of child. 3.3.1 Integral class The retention of the child within the restraint system is independent of any means directly connected to the vehicle. 3.3.2 Non-integral class The retention of the child within the restraint system is dependent upon any means directly connected to the vehicle. 3.4 Partial restraint A device, such as a booster cushion, which, when used in conjunction with an adult seat belt, which passes around the body of the child or restrains the device in which the child is placed, forms a complete child restraint system. 3.5 Booster cushion It means a firm cushion, which can be used with an adult seat belt. 3.6 Guide strap It means a strap which constrains the shoulder strap of the adult seatbelt in a position to suit the child and where the effective position at which the shoulder strap changes direction can be adjusted by means of a device which can be moved up and down the strap to locate the wearer's shoulder, and then locked into that position. This guide strap is not meant to carry a significant part of the dynamic load. 3.7 Child-safety chair It means a child restraint incorporating a chair in which the child is held. 3.8 Belt It means a child restraint comprising a combination of straps with a securing buckle, adjusting devices and attachments. 3.9 Chair It means a structure which is a constituent part of the child restraint and is intended to accommodate a child in a seated position. 3.10 Carry cot It means a restraint system intended to accommodate and restrain the child in a supine or prone position with the child's spine perpendicular to the median longitudinal plane of the vehicle. It is so designed as to distribute the restraining forces over the child's head and body excluding its limbs in the event of a collision. 3.11 Carry-cot restraint It means a device used to restrain a carry-cot to the structure of the vehicle. 3.12 Infant carrier It means a restraint system intended to accommodate the child in a rearward-facing semi-recumbent position. It is so designed as to distribute the restraining forces over the child's head and body excluding its limbs in the event of the frontal collision. 3.13 Chair support It means that part of a child restraint by which the chair can be raised. 3.14 Child support It means that part of a child restraint by which the child can be raised within the child restraint. 3.15 Impact shield It means a device secured in front of the child and designed to distribute the restraining forces over the greater part of the height of the child's body in the event of a frontal impact. 3.16 Strap It means a flexible component designed to transmit forces. 3.16.1 Lap strap It means a strap which, either in the form of a complete belt or in the form of a component of such a belt, passes across the front of, and restrains, the child's pelvic region. 3.16.2 Shoulder restraint It means that part of a belt which restrains the child's upper torso. 3.16.3 Crotch strap It means a strap (or divided straps, where two or more pieces of webbing make it) attached to the child restraint and the lap strap and is so positioned as to pass between the child's thighs; it is designed to prevent the child sliding under the lap belt in normal use and prevent the lap belt moving up off the pelvis in an impact. 3.16.4 Child-restraining strap It means a strap which is a constituent part of the belt and restrains only the body of the child; 3.16.5 Child-restraint attachment strap It means a strap which attaches the child restraint to the structure of the vehicle and may be a part of the vehicle-seat retaining device. 3.16.6 Harness belt It means a belt assembly comprising a lap belt, shoulder restraints and, where fitted, a crotch strap. 3.16.7 Y-shaped belt It means a belt where the combination of straps is formed by a strap to be guided between the child's legs and a strap for each shoulder. 3.17 Buckle Means a quick release device which enables the child to be held by the restraint or the restraint by the structure of the car and can be quickly opened. The buckle may incorporate the adjusting device. 3.17.1 Enclosed buckle release button A buckle release button such that it must not be possible to release the buckle using a sphere having a diameter of 40 mm. 3.17.2 Non-enclosed buckle release button A buckle release button such that it must be possible to release the buckle using a sphere having a diameter of 40 mm. 3.18 Adjusting device It means a device enabling the restraint or its attachments to be adjusted to the physique of the wearer, the configuration of the vehicle, or both. The adjusting device may either be part of the buckle or be a retractor or any other part of the safety belt. 3.18.1 Quick adjuster It means an adjusting device which can be operated by one hand in one smooth movement. 3.18.2 Adjuster mounted directly on child restraint It means an adjuster for the integral harness which is directly mounted on the child restraint, as opposed to being directly supported by the webbing that it is designed to adjust. 3.19 Attachments It means parts of the child restraint, including securing components, which enable the child restraint to be firmly secured to the vehicle structure either directly or through the vehicle seat. 3.20 Support leg It means a permanent attachment to a child restraint creating a compressive load path between the child restraint and a vehicle structure in order to by-pass seat cushion effects during deceleration; a support leg may be adjustable. 3.21 Energy absorber It means a device which is designed to dissipate energy independently of or jointly with the strap and forms part of a child restraint. 3.22 Retractor It means a device designed to accommodate a part or the whole of the strap of a child restraint. 3.22.1 Automatically-locking retractor A retractor which allows extraction of the desired length of a strap and, when the buckle is fastened, automatically adjusts the strap to the wearer's physique, further extraction of the strap without voluntary intervention by the wearer being prevented. 3.22.2 Emergency-locking retractor A retractor which does not restrict the belt wearer's freedom of movement in normal driving conditions. Such a device has length-adjusting devices which automatically adjust the strap to the wearer's physique, and a locking mechanism actuated in an emergency by: - deceleration of the vehicle, extraction of the strap from the retractor, or any other automatic means (single sensitivity);o r - a combination of any of these means (multiple sensitivity). 3.23 ISOFIX anchorage It is a system for the connection of child restraint systems to vehicles which has two vehicle rigid anchorages, two corresponding rigid attachments on the child restraint system and a mean to limit the pitch rotation of the child restraint system. 3.24 Restraint anchorages It means these parts of the vehicle structure or seat structure to which the child-restraint attachments are secured. 3.25 Additional anchorage It means a part of the vehicle structure or of the vehicle seat structure, or any other part of the vehicle, to which a child restraint is intended to be secured and which is additional to the anchorages approved under GB 14167. This includes the trolley floor pan as described in Appendix E or other structural features of a specific vehicle(s) when loaded by a support leg. 3.26 ISOFIX low anchorage It means one 6 mm diameter rigid round horizontal bar, extending from vehicle or seat structure to accept and restrain an ISOFIX child restraint system with ISOFIX attachments. 3.27 ISOFIX anchorages system Means a system made up of two ISOFIX low anchorages which is designed for attaching an ISOFIX child restraint system in conjunction with an anti-rotation device (see Figure 1). 3.28 Anti-rotation device A device used to prevent the rotation of child restraint system along the travelling direction of vehicles. The structures of anti-rotation devices for different category of child restraint system are different: - An anti-rotation device for an ISOFIX universal child restraint system consists of the ISOFIX top tether strap and its anchorages; - An anti-rotation device for an ISOFIX semi-universal child restraint system consists of a top tether and its anchorages, the vehicle dashboard or a support leg intended to limit the rotation of the restraint during a frontal impact. Note: For ISOFIX, universal and semi-universal, child restraint systems the vehicle seat itself do not constitute an anti-rotation device. 3.29 ISOFIX top tether anchorage It means a feature fulfilling the requirements of GB 14167, such as a bar, located in a defined zone, designed to accept an ISOFIX top tether strap connector and transfer its restraint force to the vehicle structure. 约束系统结构的组成部分,其乘坐位置可以容纳一个儿童。 3.10 便携床 carry cot 把孩子放置并固定于仰卧或俯卧的位置,使孩子的脊柱垂直于车辆的中心轴平面的约束系统。这样设计是为了在车辆发生碰撞事故时,该装置能使儿童的头部和除四肢外的躯干部分得到约束保护。 3.11 便携床约束装置 carry-cot restraint 把便携床约束于车身结构上的装置。 3.12 婴儿提篮 infant carrier 把孩子放置并约束于面朝后的、半躺的位置上的约束系统。这样设计是为了在车辆的发生正面碰撞事故时.该装置能使儿童的头部和除四肢外的躯干部分得到约束保护。 3.13 座椅支撑 chair support 儿童约束系统中能使座椅升高的部件。 3.14 儿童支撑 child support 儿童约束系统中能使儿童升高的部件。 3.15 碰撞防护装置 impact shield 安装在儿童前面的某种安全约束装置,当发生正面碰撞事故时,用来对儿童身体较高部分提供约束保护。 3.16 织带 strap 用来传递力的具有柔韧性的约束带的组成部件。 3.16.1 腰带 lap strap 既可以作为一个完整的安全带出现,又可以作为安全带系统的一个组成部分出现,横跨儿童骨盆部位前面,并且约束骨盆部位的织带。 3.16.2 肩部约束带 shoulder restraint 用于约束儿童上部躯干的织带。 3.16.3 胯部约束带 crotch strap 一条(或者是由两条或分开的多条织带组成)与儿童约束系统和腰带相连的织带,该织带位于儿童的两腿之间。其目的是在碰撞事故时防止儿童腰带下滑,并防止腰带从儿童的骨盆部位滑落。 3.16.4 儿童约束带 child-restraining strap 在约束系统中只约束儿童身体的组成部分。 3.16.5 儿童约束连接带 child-restraint attachment strap 将儿童约束系统与车辆结构相连的织带,它可以是车辆安全带的一部分。 3.16.6 儿童全背带式约束带 harness belt 由几部分织带装配而成,包括腰带、肩部约束带和胯部约束带的儿童约束带。 3.16.7 Y字形带 Y-shaped belt 由系在儿童大腿之间和两侧肩膀上的几条织带组合而成的儿童约束带。 3.17 带扣 buckle 能使儿童被约束系统约束住或约束系统能被汽车车身结构约束住,并且能够快速打开的装置。带扣可设有调节装置。 3.17.1 封闭式带扣按钮 enclosed buckle release button 用直径40 mm的球体不能打开带扣的带扣按钮。 3.17.2 非封闭式带扣按钮 non-enclosed buckle release button 用直径40 mm的球体能够打开带扣的带扣按钮。 3.18 调节装置 adjusting device 通过调节约束系统或其连接装置,使安全带能按照佩戴者的身材,或按照车辆的结构,或符合两者的要求而进行调整的装置。调节装置可以是带扣的一部分,或是卷收器的一部分,或是安全带的其他部分。 3.18.1 快速调节器 quick adjuster 能够用单手轻松顺利操作的调节装置。 3.18.2 儿童约束系统调节器 adiuster mounted directly on child restraint 直接安装在儿童约束系统的全背带式约束带总成上的调节器,而不是用于可调整的单个安全带。 3.19 连接装置 attachments 是儿童约束系统的一个组成部分,包括可以直接或通过车辆座椅与车身结构相连、把儿童稳固约束住的安全部件。 3.20 支撑腿 support leg 是儿童约束系统上的永久连接件,它与车辆结构连接,用来将减速过程中产生的冲击力不通过座椅座垫直接传至车辆结构。支撑腿可以是可调的。 3.21 吸能装置 energy absorber 能够独立吸收能量,或与织带一起共同吸收能量的装置,它是儿童约束系统的一部分。 3.22 卷收器 retractor 用来卷收儿童约束系统中部分或全部织带的装置。 3.22.1 自锁式卷收器 an automatically-locking retractor 可以按所需长度自由抽取织带长度,并当带扣扣紧时,可根据佩戴者的身体自动调整织带的长度的卷收器,并且防止佩戴者意外抽取织带。 3.22.2 紧急锁止式卷收器 an emergency-locking retractor 在正常驾驶条件下,不限制安全带佩戴者身体自由移动的卷收器。这种卷收器具有长度自动调节器,可以根据佩戴者的身体自动调节织带的长度,并且在紧急情况下有一个锁止机构会因下列因素而起作用: ——车辆减速或织带从卷收器中拉出或任何其他的自动因素(单一敏感性); ——以上这些因素的任意组合(复合敏感性)。 3.23 ISOFIX固定装置 ISOFIX anchorage 国际通用的将儿童约束系统与车辆连接的装置。包括车辆上的两个刚性固定点,儿童约束系统上 两个相对应的刚性连接装置,以及限制儿童约束系统翻转的装置。 3.24 约束系统固定点 restraint anchorages 在车身结构或座椅结构上用于固定儿童约束系统连接装置的部分。 3.25 附加固定点 additional anchorage 除了GB 14167要求的固定点之外的用于固定儿童约束系统的固定点。该固定点可以在车身结构或车辆座椅上的,或车辆上的其他部分。包括附录E规定的滑车的地板平面或者使用支撑腿的其他特殊车辆结构。 3.26 ISOFIX下部固定点 ISOFIX low anchorage 是一个直径6 mm的水平放置的刚性圆杆,从车辆结构或座椅结构中伸出,并与带有ISOFIX连接装置的ISOFIX儿童约束系统相配合使用。 3.27 ISOFIX固定点系统 ISOFIX anchorages system 由两个规定的ISOFIX下部固定点组成,与抗翻转装置配合使用,用于固定ISOFIX儿童约束系统的一套系统(见图1)。 3.28 抗翻转装置 anti-rotation device 用于防止儿童约束系统沿车辆行进方向发生转动的装置。用于以下不同类型的儿童约束系统其构成方式不同: ——用于通用类ISOFIX儿童约束系统的抗翻转装置由ISOFIX上拉带及其固定点构成; ——用于半通用类ISOFIX儿童约束系统的抗翻转装置由一个ISOFIX上拉带及其固定点、车辆仪表板或者在正面碰撞事故中用于限制约束系统翻转的支撑腿构成。 注:对于通用类和半通用类的ISOFIX儿童约束系统,车辆座椅本身不构成抗翻转装置。 3.29 ISOFIX上拉带固定点 ISOFIX top tether anchorage 满足GB 14167要求的特性的装置,例如一个杆,安装在规定区域,与ISOFIX上拉带连接器相联,并可以把约束力传递到车辆结构上。 3.30 前向 forward-facing 车辆正常行驶的方向。 上拉带 top tether strap (位于儿童约束系统上) 上部连接件 top tether connector (位于儿童约束系统上) 上部连接装置 top tether (位于车身结构上或座椅结构上) 图1 ISOFIX固定点系统示意图 3.31 后向 rearward-facing 与车辆正常行驶方向相反的方向。 3.32 倾斜位置 inclined position 允许儿童以倾斜的姿势坐在座椅上的特殊位置。 3.33 卧姿 lying position 儿童置于约束系统内时,头和身体(除四肢外)处于同一水平面上的位置,包括平卧、仰卧和俯卧。 3.34 儿童约束系统同一型式 child-restraint type 在以下几个方面没有本质差别的儿童约束系统,可以视为同一型式的儿童约束系统: ——所用的约束系统的种类、质量组以及位置和方向(如3.30和3.31所定义的): ——儿童约束系统的几何形状; ——座椅、填充物和碰撞防护装置的尺寸、质量、材料和颜色; ——织带的材料、编织方法、尺寸和颜色; ——刚性部分(带扣、连接装置等)。 注:为更好地理解儿童约束的同一型式,可参考附录P中的说明性注解。 3.35 车辆座椅 vehicle seat 供一个成年乘员乘坐且有完整装饰并与车辆结构为一体或分体的乘坐设施。包括: 3.35.1 车辆座椅组 group of vehicle seats 既包括长条座椅,也包括多个并排排列的单个座椅(即,一个座椅的前固定点与另一个座椅的前或后固定点成一直线),每个座椅可乘坐一个或多个成年人。 3.35.2 长条座椅 vehicle bench seat 供一个以上成年乘员乘坐且有完整装饰的乘坐设施。 3.35.3 车辆前排座椅 vehicle front seats 位于乘客舱最前面的一组座椅。 3.35.4 车辆后排座椅 vehicle rear seats 位于前排座椅后面的前向座椅。 3.36 ISOFIX位置 ISOFIX position 允许安装下述儿童约束系统的位置: a) 符合本标准规定的通用类ISOFIX前向儿童约束系统; b) 符合本标准规定的半通用类ISOFIX前向儿童约束系统; c) 符合本标准规定的半通用类ISOFIX后向儿童约束系统; d) 符合本标准规定的半通用类ISOFIX侧向儿童约束系统; e) 符合本标准规定的特殊类型车辆ISOFIX儿童约束系统。 3.37 车辆座椅调节装置 aajustment system 能将座椅或其部件的位置调整到适应乘员乘坐姿态的装置。该装置应有如下功能: ——纵向位移; ——垂直位移; ——角位移。 3.38 车辆座椅固定装置 vehicle seat anchorage 将座椅总成固定在车身构架上的系统,包括与车辆结构有关的部件。 3.39 座椅同一型式 seat type 在以下几个方面在本质上没有差别的成人座椅的型式,可以认为是同一型式的座椅: ——座椅结构件的形状、尺寸和材料; ——座椅调节机构和锁止机构的型式和尺寸; ——座椅上安全带的固定装置、座椅固定装置和车辆中与固定座椅有关部件的型式及尺寸。 3.40 位移系统 displacement system 为便于乘员的出入或货物的装卸,能够使成人座椅整体或座椅的一部分转动或纵向移动的系统,但该系统不能在中间过渡位置固定座椅。 3.41 锁止系统 locking system 使成人座椅或座椅部件保持在某个使用位置的系统。 3.42 安全带锁止装置 lock-off device 用于锁住并防止成人安全带织带的一部分相对另一部分发生移动的装置。该装置可以作用于成人安全带的肩带或腰带部分或者同时作用于两部分。 3.42.1 A类装置 class A device 当用成人安全带直接约束儿童时,能防止儿童把织带从卷收器中拉出造成腰带松弛的装置。 3.42.2 B类装置 class B device 当用成人安全带约束儿童约束系统时,使成人乘员安全带的腰带部分保持适当张力的装置。该装置还能防止织带从卷收器中滑出,造成织带拉力松弛,导致约束系统处于非最佳使用状态。 3.43 特殊需要约束系统 special needs restraint 是为那些具有特殊需要的儿童,比如有身体或智力障碍的儿童专门设计的约束系统。该装置特别允许附加的约束装置用于儿童的任何部位。 3.44 ISOFIX连接装置 ISOFIX attachment 从ISOFIX儿童约束系统结构中伸出,与ISOFIX的车辆下部固定点配合使用的连接装置。 3.45 ISOFIX儿童约束系统 ISOFIX child restraint system 具有国际通用的儿童约束系统固定装置(ISOFIX)的儿童约束系统。 3.46 座椅分缝线 seat bight 紧靠车辆座椅的座垫与座椅靠背相交线的区域。 3.47 车辆座椅固定检具 vehicle seat fixtlife(VSF) 根据ISOFIX尺寸类别确定的一套装置,其尺寸在GB 14166中给出,儿童约束系统制造商据此决定ISOFIX儿童约束系统合适的尺寸及ISOFIX连接装置的位置。 3.48 ISOFIX上部连接件 ISOFIX top tether connector 与车辆上的ISOFIX上部固定点连接的装置。 3.49 ISOFIX上部固定钩 ISOFIX top tether hook 一种典型的ISOFIX上部连接件,用于把ISOFIX上拉带安装到ISOFIX上固定点。 3.50 ISOFIX上拉带 ISOFIX top tether strap 由ISOFIX儿童约束系统上部伸出到ISOFIX上固定点之间的织带,带有一个调节装置,一个张力解除装置和一个ISOFIX上部连接件。 3.51 ISOFIX上部连接装置 ISOFIX top tether attachment 保证ISOFIX上部约束带连接ISOFIX儿童约束系统的装置。 3.52 张力释放装置 a tension relieving device 用于释放ISOFIX上拉带张力的装置。 3.53 成人安全带导向机构 adult safety-belt webbing guide 确保安全带按照正确方向顺畅移动的机构。 3.54 内置式儿童约束系统 built-in child restaint system 作为车辆或座椅的组成部分,并固定在车辆上的儿童约束系统。 4 一般要求 4.1 儿童约束系统的分组 4.1.1 儿童约束系统分为五个“质量组”: ——0组儿童约束系统用于体重小于10 kg的儿童; ——0+组儿童约束系统用于体重小于13 kg的儿童; ——Ⅰ组儿童约束系统用于9 kg~18 kg的儿童; ——Ⅱ组儿童约束系统用于15 kg~25 kg的儿童; ——Ⅲ组儿童约束系统用于22 kg~36 kg的儿童。 4.1.2 按国际通用的儿童约束系统固定装置(ISOFIX)设计的儿童约束系统按照GB 14166的规定分为7种尺寸类别: ——A-ISO/F3类为全高度前向的初学走路孩子用儿童约束系统; ——B-ISO/F2类为降低高度前向的初学走路孩子用儿童约束系统; ——B1-ISO/F2X类为降低高度前向的初学走路孩子用儿童约束系统; ——C-ISO/R3类为全尺寸后向的初学走路孩子用儿童约束系统; ——D-ISO/R2类为缩小尺寸后向的初学走路孩子用儿童约束系统; ——E-ISO/R1类为后向的婴儿用儿童约束系统; ——F-ISO/L1类为左侧向的儿童约束系统(便携床); ——G=ISO/L2类为右侧向的儿童约束系统(便携床)。 4.1.3 儿童约束系统质量组与ISOFIX尺寸类别对应关系如表1。 |
